Job Overview

Performs highly responsible, independent professional and supervisory duties in policy development and specific activities related to workforce development and community stabilization outreach and provides lead responsibility for administration and operation of initiatives and programs as assigned. The principle duties of the position include project management; problem resolution; and development, and implementation of recommendations for strategies to support workforce development and community stabilization efforts. A high level of skill and experience is necessary in managing large stakeholder groups towards a strategic vision and action plan implementation.

Ideal Candidate

The ideal candidate will have had direct relevant experience developing and implementing workforce development-related programs and projects. The individual will have had ample experience implementing strategic goals for a program, as well as contract management/administration and compliance. The candidate should be familiar with regional workforce development organizations such as CareerSource Tampa Bay (CSTB), educational institutions such as Hillsborough Community College (HCC), regional businesses and trade organizations such as Bay Area Manufacturers Association (BAMA) and other economic development organizations such as Tampa Bay Economic Development Council (TBEDC).

The candidate will have a bachelor’s degree or greater from an accredited college or university with a major in economic development, economics, business administration, public administration, finance, accounting, management, data sciences or related field and at least five years’ experience in economic development, workforce development, contract management, or a related field. The ideal candidate would also have attained Certified Workforce Development Professional (CWDP) designation. The individual should also have significant experience interacting and building relationships with high level leadership across public and private entities.

Duties and Responsibilities

  • Develop short-term and long-term strategies and programs for workforce development and community stabilization.
  • Manage the implementation of a sector expansion strategy that builds on the success of the Manufacturing Alliance of Hillsborough County Workforce Development Initiative and is replicable to other in-demand industry sectors.
  • Manage the implementation of strategic goals and objectives of the local workforce development board and county funded workforce development agreements to help develop a comprehensive and high-quality workforce delivery system.
  • Represent the County as the liaison to the local workforce development board to include reviewing and submitting all appointments to the local workforce development board for BOCC consideration.
  • Represent the county in community efforts to address workforce and neighborhood development.
  • Provide information and assistance to county leadership, business organizations, businesses and citizens.
  • Coordinate with various local and state interests to evaluate issues of concern.
  • Facilitate communication and resolve problems related to governmental interaction.
  • Perform research, data collection and statistical analysis.
  • Administer state and local incentive programs.
  • Perform other related duties as assigned.

Nature of Work

  • Light work: Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or a negligible amount of force constantly to move objects. If the use of arm and/or leg control requires exertion of forces greater than that of sedentary work and if the worker sits most of the time, the job is considered light work.

Working Conditions

Minimum Qualifications

  • Bachelor's degree required in economic development, economics, business, public administration, or a related field; and
  • Three (3) to five (5) years of related work experience.

Emergency Management Responsibilities

In the event of an emergency or disaster, an employee may be required to respond promptly to duties and responsibilities as assigned by the employee's department, the County's Office of Emergency Management, or County Administration. Such assignments may be for before, during or after the emergency/disaster.
