Logistics Support (Quality Assurance)

The candidate shall be able to direct, develop, or perform logistics management operations that involve planning, coordinating, or evaluating the logistical actions required to support a specified mission, weapons system, or other designated program. The tasks involved include identifying the specific requirements for money, manpower, materiel, facilities, and services needed to support the program; and correlating those requirements with program plans to assure that the needed support is provided at the right time and place. Requirements:
  • Possess the ability to work both independently and as part of a collaborative project team.
  • Proficient Microsoft office skills; Word, Excel, PowerPoint, Access, Visio, and Project.
  • Ability to lead a project team in completing complex projects.
  • Knowledge of agency program planning, funding, and management information systems.
  • Broad knowledge of the organization and functions of activities involved in providing logistical support.
  • Ability to coordinate and evaluate the efforts of functional specialists to identify specific requirements and to develop and adjust plans and schedules for the actions needed to meet each requirement on time.
  • Additionally, expertise in requirements computattions and use of the Air Force supply systems, e.g., D035, D043, LIS-S, CMCS, Cryptologic Logistics Automated Support System (CLASS) and PIDS (HNC’s maintenance information system).
  • Must have 2 or more years’ experience in Materiel Management discipline.
  • Successfully complete LOG 143 LRS QA Evaluator Course and pass three initial Evaluator Proficiency Evaluations (EPE) and one EPE annually thereafter.
  • At the direction of the government, provide input to the QA Evaluation and Inspection (E&I) Plan to ensure all materiel management functions and personnel are inspected, evaluated, and assessed. Ensure all inspections are accomplished as scheduled according to the E&I Plan unless approval is given by the government representative.
  • At the direction of the government, inspect, evaluate, and assess the materiel management function and personnel within the organization in accordance with Air Force, Command and Center materiel management directives.
  • At the direction of the government, create quality assurance inspection, evaluation, and assessment final reports with proper references and detailed responses to discovered deficiencies and errors within the timelines established by the government representative. Ensure all reports are entered into the QA database. Perform follow-up actions on open reports with established estimated completion dates (ECD). If the discrepancy is not resolved by the original ECD, extend the ECD and perform follow-ups until resolved.
  • At the direction of the government, perform and document root cause, deficiency and trend analysis of material management quality assurance inspections, evaluations, and assessments to determine the effectiveness of unit operations and ensure processes are maintained. Provide documentation, within the government established timeline, to the government representative for incorporation into the units QA Summary.
PERFORMANCE THRESHOLDS
  • Performance Objective: Perform Supply Chain Management QA
  • The contractor’s performance shall complete the LOG 143, LRS QA Evaluator Course, an initial and annual EPE with a passing score.
  • The contractor’s performance shall maintain complete QA reports within two duty days of the completion of the inspection, evaluation, or assessment 95% of the time.
  • The contractor shall maintain a 95% overall report accuracy rate.
  • The contractor shall effectively maintain integrity and accuracy of QA database information 99% of the time.
  • The contractor’s performance shall complete trend analysis and E&I Plan inputs by the government established timeline and to the government representative 95% of the time.
  • The contractor's performance shall strictly adhere to safety and security procedures, regulations and promptly report observed or identified violations in accordance with established guidelines 100% of the time.
