General Description of Position:

The Legal & Regulatory Analyst will assist with activities related to the company’s legal and regulatory functions, including contract review and management, company policies and procedures, risk management, regulatory compliance and other tasks as assigned by the Director.


Duties and Responsibilities:

  • Prepare and review contracts including but not limited to customer agreements, vendor agreements, confidentiality agreements, financial reports, articles, leases.
  • Assist internal business partners with identification and use of form contracts.
  • Assist with paperwork and data entry for contract management, including in-take, negotiation, execution, and storage.
  • Assists with training on contract management and legal review as necessary.
  • Oversee policy management, including creation of new policies, revisions to existing policies, and accessibility of documents to the organization.
  • Ensures compliance with record keeping and retention policies and procedures.
  • Oversee regulatory filing calendar and work with business process owners to obtain necessary data to support filings, such as 499Q/A, 477, BDC, etc.
  • Own regulatory and compliance data reporting and analysis projects.
  • Assures timely reporting of required data and ensures compliance with state and federal regulations.
  • Support the creation and submission of state and federal broadband grant projects. Track grant awards and required due dates. Gather data for all reporting requirements to ensure timely submission of information to ensure successful reimbursement for grant awards.
  • Work collaboratively with billing team to ensure compliance on regulatory charges on customer bills.Support other license, taxation, and compliance areas related to legal and regulatory matters.
  • Effectively manages administrative tasks including system(s) maintenance, data entry, filing and reporting.
  • Maintains an attitude and philosophy consistent with and in promotion of the Company’s core values and mission statement.
Requirements:

Minimum Qualifications:

  • 3-5 years of telecommunications legal and/or regulatory experience, or comparable experience in regulated industry or related field.
  • Bachelor’s degree and/or Paralegal certification preferred, but not required.
  • Must be able to work with confidential information and maintain utmost discretion.
  • Ability to research, read, interpret, and explain state and federal regulations.
  • Possess a positive attitude and eagerness to learn.
  • Excellent attention to detail.
  • Excellent oral and written communication abilities, interpersonal and public speaking skills to effectively communicate and work with management and state regulators.
  • Excellent computer skills, particularly in Excel, with strong data mining and manipulation skills.
  • Strong organizational, analytical, problem-solving, and time management skills to meet regulatory submission deadlines.
  • Adaptability and flexibility. Able to support and handle change.
  • Collaborative, reliable and eager to learn.
  • Adept at multi-tasking and ability to work under tight (and, at times, competing) deadlines.
  • Strong self-starter who requires little direction, able to anticipate the needs of others, with the ability to succeed in a fast-paced environment with shifting deadlines and priorities.
