Duties:

· Provide oversight of Initial Language Development interviews to be conducted with the 9L000 (Linguist) personnel and member. Ensure all newly assigned advisors are provided a language specific diagnostic assessment and/or a structured language placement test if available to determine language development needs.

· With the 818 & 571 MSAS Language program personnel, prepare and maintain a written Individual Language Development Plans (ILDP) for all personnel. The ILDP will identify the individual’s specific strengths and weaknesses and define appropriate language development needs.

· Manage DLAB and DLPT scheduling for all MSAS personnel, coordinating with JBMDL TCO. Ensure all assigned advisors test at least annually.

· Create and manage schedule of available language courses with 818 & 571 MSAS assigned language instructors.

· Maintain scheduling oversight and control for unit personnel refresher and continuing language development courses with considerations for projected mission demands and maximizing course fill rate.

· Maintain tracking records for DLPT, DLAB and OPI tests and scores, as well as initial and sustainment language development courses. Gather and validate all advisor proficiency data, remediation status, disqualification/waiver data, and career field/skill level information and communicate as directed.

· Draft, route and manage all Foreign Language Proficiency Pay (FLPP) updates for squadron advisors through 818 & 571 MSAS/CSS and JBMDL TCO.

· Manage the 818 & 571 MSAS’ Remedial Language Development Plan (RLDP) in coordination with DOT & CCV Flight for non-certified and de-certified personnel. Sub-proficient advisors will be scheduled for individual diagnostic assessments to determine additional development needs.

· Create and manage process to evaluate effectiveness of development plans for assigned language-enabled personnel.

· Participate in the Command Language Program Council (CLPC) and provide CLP updates to the squadron leadership at least quarterly.

· Create a language development and Initial Air Advisor pipeline budget proposal in coordination with the 818 & 571 MSAS Resource Advisor. Communicate in writing monthly and annual language development and Initial Air Advisor pipeline spend plans through Flight/Squadron/Wing as directed.

· Advertise language development opportunities to assigned language-enabled personnel at least quarterly.

· Maintain a CLP Continuity Book. The continuity book will at a minimum include the CLPM appointment letter, associated CLPM training certificates, and all relevant CLP-related correspondence and guidance.

· Submit course requirements and requests for all students’ course materials through the 818 & 571 MSAS/DOT leadership and subsequently the 818 & 571 MSAS chain of command.

· Track and document attendance for all recurring language training, to include in-person and VTC delivery methods.

· Create and update CLPM MICT (Management Internal Control Toolset) Checklists and upload all required documentation weekly to maintain compliance with AFIs.

· Maintain and update UTM MICT Checklists and upload all required documentation weekly to maintain compliance with AFIs.

· Coordinate with Standardization an Evaluation Flight, the Operations Section, and Mission Commanders/Team Leads/Team Sergeants to fill mission needs based on training requirements.

· Schedule relevant air advisor training as outlined in the Master Training Plan.

· Maintain language immersion program, ensure opportunities are provided to Air Advisors that increase their language and cultural expertise for engagement with partner nations.

· Maintain all appointment letters for CLPM. Ensure documentation is provided to the commander’s support staff and upload to MICT.

· Coordinate with AETC and the Expeditionary center to schedule all initial Air Advisor training per MTP.

· Conduct continuous process improvement to reduce certification delays, identify and advocate for more efficient training processes. Synchronize and streamline individual training schedules with Squadron mission requirements.

· Provide monthly metrics and achievements to flight leadership as inputs for annual Command Language Program of the Year awards package submission.

Other Qualifications:

· Basic language proficiency of 1/1 in French and/or Arabic preferred, but not mandatory.

· Second language acquisition experience desirable to articulate needs of language program.

· Contractor shall have either a minimum of four years' experience in the Department of Defense with time as a Unit Program Coordinator or a four-year undergraduate degree in a Foreign Language, Computer Science, Program Management, Operations Management or similar focus of education.

· Contractor shall have a working knowledge and demonstrate proficiency in their duties with the latest version of WINDOWS (e.g., 11), and Microsoft applications (e.g., Excel, Word, PowerPoint, Access and Project). Certifications are not required.

· Employee will be required to complete the DoD CLPM Course at the Defense Language Institute Foreign Language Center (DLIFLC), Monterey, CA within 90 days, provided sufficient course allocation.

Job Type: Full-time

Pay: $35,000.00 - $60,000.00 per year
