THE POSITION

This recruitment is being conducted to fill one full-time vacancy. The list established by this recruitment may be used to fill future full-time, part-time, limited term, and temporary vacancies for up to one year.

To inspect work quality and materials used in a variety of landscape construction and maintenance projects and subdivisions to ensure conformance with approved plans, specifications and departmental regulations; and to maintain records and prepare reports pertaining to projects inspected.

The City of Vallejo is seeking candidates for two Landscape Inspector positions, as collaborative members of the City's Public Works Department. The ideal Landscape Inspectors will have at least two years of experience in the fields of landscape maintenance, design, horticulture and be able to perform inspection of trees for: health, vigor, disease, pest infestation, structural integrity and risk assessment. These incumbents will have the ability to complete tree inspection reports and make recommendations of appropriate actions. The perfect candidates will have knowledge of pesticide laws, regulations and Principles of Integrated Pest Management (IPM).

While not required, the possession of a Qualified Applicator Certificate (QAC) or Qualified Applicator License (QAL) issued by the California Department of Pesticide Regulation and/or a Certified Arborist Certification issued by the International Society of Arboriculture are highly desirable. Candidates with experience in contract management, supervision of work crews, data entry, report writing, and familiarity with governmental compliance regarding landscape maintenance are strongly encouraged to apply.

SUPERVISION RECEIVED AND EXERCISED
Receives general supervision from higher level inspection or supervisory staff.

THE DEPARTMENT
The Public Works Department is responsible for the engineering design, construction, and maintenance of the City's roads, sidewalks, traffic signals, trees, open spaces, and buildings. The department also manages stormwater compliance programs, transportation planning, recycling & solid waste contract services, and operates the Vallejo Municipal Marina.

The Landscape Maintenance District (LMD) section manages 26 LMDs and 1 Community Facilities District (CFD) through contract administration for all districts, landscape design, and construction inspection of new development areas within the LMDs and CFD.

Essential Functions
The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.

  • Important responsibilities and duties may include, but are not limited to, the following:
  • Inspect work quality and materials used in a variety of landscape construction and maintenance projects to ensure compliance with approved plans, specifications, codes and ordinances.
  • Review plans and specification of assigned project; suggest modifications to plans and specifications as appropriate; attend pre-construction conferences.
  • Inspect plants and materials prior to and upon installation for identification and conformance to specifications; inspect for plant species identification, structural quality, health and vigor.
  • Recommend plant material substitutes and coordinate with City management staff, landscape architect and developer.
  • Inspect the installation and maintenance of finished grades, revegetation for erosion control, access roads, trail systems, drainage systems, irrigation systems, fences, gates, monuments, plantings, and hardscapes.
  • Inspect installation of pipe, heads and valve assemblies to ensure proper materials and methods are used.
  • Inspect final grade level for drainage, erosion and settlement problems along public improvements; check backfill for settlement.
  • Observe work during progress and upon completion; ensure that safety procedures are followed.
  • Record amounts of plants and materials used and work performed; prepare necessary reports for progress payments.
  • Inspect the maintenance of landscape and irrigation systems during the developer's one year maintenance period.
  • Prepare and/or modify project maps; identify work site locations for landscape maintenance district improvements.
  • Prepare activity records and reports.
  • Perform related duties and responsibilities as required.

Minimum Qualifications/Knowledge, Skills & Abilities

Experience and Training Guidelines
Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Experience:
Two years of increasingly responsible experience in the fields of landscape maintenance, design, horticulture or a related field.

Training:
Equivalent to the completion of the twelfth grade supplemented by courses in landscape maintenance, horticulture, landscape planning or landscape architecture.

License or Certificate
Possession of, or ability to obtain, an appropriate, valid driver's license.

Knowledge of:


  • Principles, methods, materials, equipment and safety hazards of landscape installation and maintenance.
  • Plant material, fertilizers and soil amendments.
  • Defects and faults in landscaping and related systems.
  • Basic soil mechanics and geology.
  • Principles of landscaping as applied to construction and maintenance of major project areas.
Ability to :
  • Learn to correctly apply laws, regulations, codes and departmental policies governing the construction and maintenance of landscaped areas.
  • Learn to understand and interpret landscape plans and specification and prepare accurate drawings and records.
  • Deal firmly and tactfully with contractors, landscape architects and property owners.
  • Detect and locate faulty materials and poor work quality.
  • Review and analyze construction plans, specifications and maps for conformance with City standards and policies.
  • Prepare technical reports.
  • Communicate clearly and concisely, both orally and in writing.
  • Establish and maintain effective working relationships with those contacted in the course of work.

Working Conditions
Office and inspection site environment; exposure to dust and noise; some climbing, stooping, light lifting and inspecting in confined areas.

The Recruitment & Selection Process

3. Oral Panel Interviews are tentatively scheduled to take place the week of June 12, 2023. Oral Panel Interviews are weighted at 100% of the candidates' score. Candidates must achieve a minimum passing score of 70%. Those achieving 70% or higher will be placed on the Register of Eligibles (eligible list) and may be considered to fill positions for up to one year.

The City reserves the right to limit the number of candidates to those determined to be best qualified based upon all requested application materials, including training and experience, current resume, and responses to supplemental questions.

4. Candidates placed on the Register of Eligibles (eligible list) will be referred to the department for final interviews based on their performance in the exam. The number of candidates referred for a hiring interview is at the discretion of the hiring department.
