The Position

Summary Description

Under general supervision of the LAFCO Executive Officer, performs clerical, technical, and office administrative services in support of the Local Agency Formation Commission of Napa County (LAFCO) and LAFCO Executive Officer; and under immediate supervision of the LAFCO Executive Officer, reviews and processes applications, performs analysis of local governmental services including assessing availability, capacity, and performance relative to current and projected needs and drafts recommendations related to governmental reorganization, boundary changes, and other relevant matters.

DISTINGUISHING CHARACTERISTICS

This class is distinguished from:

  • The LAFCO Staff Analyst I classification, which is responsible for performing a full range of analytical, technical, and administrative staff support services to LAFCO under general direction.

Supervision Received and Exercised

Supervision is provided by the LAFCO Executive Officer.

No supervision is exercised over others.


The Recruitment Process:

1. Final filing date for all applications is 5:00 PM, Friday, March 31, 2023.

2. Review of applications for minimum qualifications and supplemental questionnaires by subject matter experts (SMEs) is tentatively scheduled for the week of April 3, 2023.

3. Oral Panel interviews are tentatively scheduled for the week of April 17, 2023. Only the most qualified candidates will be invited to the departmental oral panel interview.

Examples of Duties

The following duties are typical for this classification. Incumbents may not perform all the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.

Organize, schedule, and prepare notices, materials, and agenda items for LAFCO meetings, related meetings and hearings; attend meetings and hearings as necessary; prepare minutes, records, and process materials and follow-up on actions after meetings and hearings as necessary.

Assist LAFCO Executive Officer in administrative functions of LAFCO; prepare, sort, distribute, post, and publish physical and electronic mail, correspondence, and communication.

Create, maintain, and update LAFCO and various types of office files and records; maintain the LAFCO website.

Receive and screen phone calls and visitors for the office, provide general information to the public as requested.

Draft and finalize a variety of documents, contracts, correspondence, policies, procedures, informational material, press releases, and other documents for review or signature by the LAFCO Executive Officer, designee, or LAFCO.

Complete and process technical documents related to LAFCO; review materials/media for completeness, accuracy, formatting, spelling, grammar, and punctuation.

Perform routine work in the processing of applications for boundary changes, outside service extensions, and local government agency reorganization.

Assist with the preparation and coordination of inter-jurisdictional and inter-departmental studies.

Perform basic qualitative and quantitative analysis in tracking demographics, service capacities, and financial resources.

Communicate and consult with staff and representatives of other governmental agencies on programs, projects, or other specialized activities.

Perform related duties as required.

QUALIFICATIONS

KNOWLEDGE OF:

Organization, procedures, and operational details pertaining to administrative support and office administration.

Policies, regulations, and laws pertaining to public meetings and local government.

Statutory purpose of LAFCO and state and local regulations relating to LAFCO; principles and practices of urban and regional land planning.

Principles, practices, and methods of records management, project management, and public administration.

Public and community relations including the implementation of a variety of customer service strategies.

Federal, State, and local laws and regulations relating to LAFCO, functions of cities and special districts, and environmental protection.

Appropriate techniques to employ and resources to use when researching data.

Technology used in city and regional planning, including Geographical Information Systems software and fundamentals of map reading.

SKILL/ABILITY TO:

Organize and effectively coordinate or conduct public meetings, studies, projects, and programs.

Prepare clear and concise administrative and financial reports; communicate clearly and concisely, both orally and in writing.

Collect, interpret, and evaluate data; gather, organize, and present information.

Learn to interpret and apply federal, state, and local policies, laws, and regulations.

Operate a variety of office equipment including personal computers, related peripheral equipment, and software applications.

Prepare and maintain files in accordance with government records retention requirements.

Establish and maintain effective working relationships with those contacted in the course of work.

Use various analytical techniques to resolve basic issues.

Make clear and accurate presentations and represent LAFCO to a variety of audiences.

Understand, interpret, explain, and apply laws and regulations relating to LAFCO.

Maintain accurate records and document actions taken.

Perform a variety of technical and specialized tasks and functions in an independent, competent and timely manner.

Maintain confidentiality of records and information per pertinent laws/regulations.

Work with and speak to various cultural and ethnic individuals and groups in a tactful and effective manner.

Work primarily in a standard office setting with some travel to different sites and locations.

Work extended hours including evenings and weekends as necessary.

Stand or sit for prolonged periods of time.

Stoop, bend, kneel, crouch, reach, and twist.

Lift, carry, push, and/or pull light to moderate amounts of weight.

Use repetitive hand movement and fine coordination including using a computer keyboard.


EDUCATION & EXPERIENCE


Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the knowledge, skills, and abilities would be:

Experience:

Four (4) years of work experience involving administrative, budgetary, or organizational analysis, including the provision of administrative staff support in budgeting, report preparation, and technical analysis, OR

Education:

A Bachelor’s degree from an accredited college or university with major course work in public administration, business administration, economics, urban and/or regional planning, political science, or a related field.

License or Certificate*:

Possession of a valid California driver’s license.

  • Any license, certification, or registration required for this position shall be maintained (i.e., active and in good standing) at all times during employment with Napa County. For continued employment with Napa County, you must maintain such license, certification, or registration to meet the minimum qualifications of this position.
