Under the direction of the Staff Services Manager I (SSM I) in the San Luis Obispo District Office (SLO) the incumbent supervises the Riverside District Office (RDO) Program Technicians providing full service necessary to both the public and industry for mobilehome titling and registration and other related functions administered by the department. The incumbent is responsible and accountable for overall management of personnel activities and full operations of the District Office to which he/she is assigned. Working hours are Monday-Friday, 8 AM to 5 PM. Spanish Bilingual Preferred.

Essential Functions

Plan, organize, direct and coordinate the work of staff involved in the processing of varied and complex registration and titling functions for mobilehomes, commercial modular, floating homes and truck campers to ensure consistency and compliance with appropriate laws, rules, procedures, and regulations. The incumbent will communicate and correspond with the public and members of the mobilhome industry at the public counter, on the telephone and / or preparing written correspondence to ensure that the public and mobilehome industry members have access to full service. Resolve the more difficult customer complaints and / or problems and /or complex applications to ensure operational efficiency and customer satisfaction and if unable to assist, refer them to the appropriate unit / department.

Oversee the collection, deposit, and distribution of monies received; ensure cash fund is sufficient by daily count; all audited work is consolidated within Codes and Standards Automated System (CASAS); Responsible for maintaining the security of and distribution of accountable items used for registration and titling purposes; assigning and accounting for petty cash fund; account for registration and titling fees, use tax and other mobilehome related fee collection while processing applications in secondary review; and determining and recording any cashier overages and shortages.

To ensure good service to the public, the incumbent is ultimately responsible for ensuring that all work related to Registration and Title and other related functions is done in a timely and accurate manner by maintaining an orderly system of intake, distribution and disbursal of the work; providing security for the shipment of returned work whether to applications, R & T Main Office or other District Offices; and in doing any or all of the work required, when needed.

Responsible for interviewing and selecting for hire Program Technicians; maintaining a work environment that is free of discrimination and harassment. Mentoring and training the technicians in registration and titling work, cashiering, audit, deposit and other related duties to develop skills for upward mobility; for counseling if needed; for maintaining scheduling and attendance reports as needed and any other personnel related duties as required.

Makes decisions on the most difficult problems requiring interpretation and application of the laws and departmental policy; provides input and recommends changes to upper-level management regarding organization, building requirements, work methods, staffing and equipment requirements in the Riverside District Office.

Responsible for overseeing and providing facilities, supplies and technicians assistance for Occupational Licensing testing; distributing forms used by dealers and salespersons; collection of OL fees; interacting with District Representatives I and II who investigate consumer complaints involving title fraud, failure to register, failure to transmit fees to the department, etc. Additional responsibility includes handling queries for any other departmental function and / or questions regarding other governmental agencies. May be responsible for ordering office supplies.
