Job Duties

Under general direction of the Housing and Community Development Manager I and/or Staff Services Manager I, the incumbent independently performs the more varied and technically difficult, developmental, or analytical assignments. The incumbent is responsible for day-to-day asset management activities for various rental housing programs and/or owner loan programs as well as collecting and evaluating information relating to the condition and occupancy of properties receiving financial assistance from Department programs.

Essential Functions

Evaluate, analyze and approve schedules of rental income to determine maximum allowable tenant rent to ensure program eligibility and compliance with the Regulatory Agreement, Program Regulations, and Program Guidelines including but not limited to the Uniform Multifamily Regulations. Evaluate and analyze project compliance reports such as Special Needs, Supportive Housing and other federally required reports to ensure services are performed as required. Maintain current and complete information in the Department’s database Consolidated Automated Program Enterprise System (CAPES) and electronic project files.

Conduct and complete on-site monitoring site visits and in-house monitoring of projects to evaluate the physical condition of the projects and verify compliance with Program Guidelines and Regulatory Agreements. This includes but is not limited to completion of necessary forms, monitoring reports, follow-up on findings and issuing clearance letters. Ensure information for assigned projects is up-to date and complete in the Department’s database and project files.

Conduct pre-loan closing and post-loan closing document reviews such as the Proposal for Management Agents, Management Agreements, Management Plan Checklist, Management Plan, Rental Agreements, which includes the review of exhibits and Department of Housing and Community Development HCD Lease Addendums, Appeal and Grievance Procedures, Service Plans for Supportive Housing programs and the Initial Schedule of Rental Income. Participate in bi weekly pre-loan closing meetings with Loan Closing and the Legal Affairs Division to provide updates.

Respond to complex or sensitive questions by owners, managers and tenants of rental housing developments on questions relating to statute, regulations and policy; respond to inquiries from other local, state and federal agencies in person, by phone or in writing.

Perform duties including but not limited to re-conveyances for loans in HCD’s portfolio following the applicable policies and program requirements. Collect documents and information to contact borrowers and/or project sponsors to gather any missing documentation, issue payment demand letters, prepare and issue reconveyance deeds. Update database (CAPES) and process files to close out.

Expected to follow all identified guidelines that allow HCD to provide accurate information which is readily available for the public, stakeholders, and executive leadership upon request. HCD’s expectation for data integrity is completeness, accuracy, and timeliness.

Job Type: Full-time

Pay: $5,793.00 - $7,256.00 per month
