Summary

Performs daily operations in industrial pretreatment program to ensure that industries are complying with local, state and federal guidelines relating to water and wastewater quality. Monitors and updates local ordinances to ensure compliance with federal and state guidelines and efficient operation of local pretreatment program.


Job Duties

Monitors new and existing industries for compliance with pre-treatment standards set by local, state and federal statutes.

Inspects industries using the City water and sewer system; meets with plant managers, department heads, owners, general managers, maintenance supervisors and other key personnel to assure their facilities are in compliance with pretreatment standards; provides data for surcharges if not in compliance with standards.

Updates information on process changes, water consumption, personnel changes, and equipment changes within the plant and informs them of any changes in laws, policies, or procedures.

Consults with local industries about problems with pretreatment, including corresponding with industry leaders on matters relating to pretreatment and federal, state, and local regulations.

Investigates complaints about sewer discharges from industries; informs new industries about compliance and the necessity of pretreatment program implementation.

Reviews proposals and blueprints for installation of new or upgrades of existing pretreatment systems.

Attends city and county plan review sessions in order to comment on wastewater issues.

Prepares self-monitoring reports to be sent to industries.

Monitors various industrial effluent streams one day per week.

Prepares annual pretreatment report to the Georgia Environmental Protection Division.

May check, clean and maintain automatic sampling equipment; occasionally may perform routine lab procedures on samples, assist with monitoring watershed for point source pollution and nonpoint source pollution.

Tracks non-compliance using a computer database and recommends enforcement actions when appropriate.

Administers the City's grease trap ordinance to ensure compliance with provisions.

Prepares all follow up correspondence for inspected industries.

May perform general housekeeping and minor vehicle maintenance duties.

Supervises and oversees work of Wastewater Sample Collector and Commercial Wastewater Treatment Inspector. Applies appropriate disciplinary action and coaching as needed; interviews, makes hiring recommendations and evaluates employee performance.

Performs other related duties as required.

Employee subject to recall to duty in cases of emergency.


Minimum Qualifications

Education and Experience:

Bachelor's Degree in Environmental Science, Biology, Chemistry, Civil, or Environmental Engineering or related field.

Five years experience in related field.

Any equivalent combination of education and experience that provides the minimum level of qualifications stated above.

Licenses and Certifications:

Valid Class C Driver's License and a satisfactory Motor Vehicle Record (MVR).

State of Georgia Industrial Wastewater Treatment Operator License desirable.

Knowledge, Skills, and Abilities:

Knowledge of the principles and practices in industrial waste pretreatment.

Knowledge of basic cross connection and backflow prevention.

Knowledge of basic chemistry.

Knowledge of state, federal, and local laws, procedures, and ordinances relating to wastewater pretreatment and inspections.

Knowledge of equipment used in wastewater monitoring and the ability to calibrate the equipment.

Ability to communicate clearly and effectively both orally and in writing.


Supplemental Information

This position is classified as safety-sensitive. Incumbent will be subject to random drug/alcohol testing.

The above position qualifies for a 5% certification incentive based upon attainment of an Industrial Wastewater Treatment Operator License.
