    At the present time, a vacancy exists for a Human Resources Generalist within the Human Resources division of the Chester County Intermediate Unit, located at the Educational Service Center in Downingtown, PA.

    SUMMARY OF POSITION:
    The HR Generalist is responsible for providing confidential and technical support to assigned divisions and/or programs for a wide variety of human resources activities, including full-cycle recruiting and hiring, administration of benefits, and employee relations. The HR Generalist advises administrators and supervisors in all HR practices, provides information to employees about regulations, contract language, and policies, and provides general support. Hybrid remote work considered after a probationary period.

    QUALIFICATIONS:
    • Bachelors degree in Human Resources, Business Management or related field required
    • One to three years work-related or internship experience in human resources required
    • 3 – 5 years direct human resources experience preferred
    • Professional in Human Resources (PHR) preferred
    • Current (within one year) police, child abuse and FBI clearances required

    ESSENTIAL JOB SKILLS:
    • Computer skills including Microsoft Excel, Word, PowerPoint, Outlook; knowledge of cloud-based file-hosting services such as OneDrive and SharePoint; payroll software systems such as ADP–Reporting; FileMaker Pro; Frontline Recruit & Hire (Applicant Tracking System), Absence Management, and Frontline Central (Employee Records Management System).
    • Strong understanding of HR processes and data, eligibility and enrollment rules, and benefit procedures in order to ensure correct implementation.
    • Understand and interpret collective bargaining agreements within different employment groups.
    • Possess knowledge of Title IX regulations and CCIU’s related policies in compliance with IDEA, Section 504, and the Americans with Disabilities Act.
    • Maintain knowledge and understanding of PDE certification guidelines.
    • Strong understanding of HRMS database design, structure, functions and processes, and experience with database tools.
    • Excellent customer service skills to deal with a variety of employees, clients, and vendors.
    • Strong analytical and problem-solving skills.

    ESSENTIAL JOB RESPONSIBILITIES:
    • Coordinate recruitment effort for all exempt and nonexempt personnel, students, and temporary employees within assigned division. This includes job posting, screening of resumes, interviewing, reference checking, offers of employment, and onboarding.
    • Responsible for new employee sign up process including comprehensive benefits review, employee contract/handbook review, I9, W4, and other new employee paperwork. Collect and verify background checks and employee eligibility verifications.
    • Handles employment-related inquiries from applicants, employees, and supervisors, referring complex and/or sensitive matters to the appropriate staff.
    • Facilitate ADA interactive discussions with employees requesting accomodations.
    • Assist in the benefit administration process to include leave of absence administration and communicating benefit information to employees.
    • Assist in the administration of compensation, benefits, and leave administration programs including compiling reports, calculations, benefits open enrollment and assisting with annual total compensation statements.
    • Assists with special projects and certifications as needs arise, including areas within human resources and broader organizational goals and initiatives (e.g. Certified Investigator training, diversity and inclusion initiatives, adult education committee, childcare committee, etc.).
    • Facilitate new hire orientation and employee recognition programs.
    • Ensures compliance with employment, benefits, and employment group’s handbooks and collective bargaining units.
    • Assists with disputes and investigations regarding employee/labor relations as necessary.
    • Assist in the review, testing and implementation of HRMS system upgrades and patches.
    • Assist in evaluation of reports, decisions, and results of department in relation to established goals.
    • Maintains knowledge of trends, best practices, regulatory changes, and new technologies in human resources, talent management, and employment law.
    • Recommends new approaches, policies, and procedures to effect continual improvements in efficiency of department and services performed.
    • Maintain HRIS records and compiles reports using ADP-R.

    SALARY RANGE 2022-2023:
    Project staff, Band 14, Exempt, $60,113 - $75,142 annually, based upon experience

    SCHEDULE:
    Monday – Friday, 8 AM - 4 PM, 7.5 hours/day, 260 days/year

    • Eligible for tuition reimbursement up to 100% of the actual cost of credit to a maximum of 15 credits per year. Courses must be completed with a grade B- or better.
