Position Overview



The City of Henderson is seeking two (2) Human Resources Business Partners to join our team. Human Resources Business Partners (HRBPs) are responsible for the day-to-day operations of full-cycle recruitment, talent acquisition, workforce planning, and employee and labor relations functions for the City's Human Resources Department. Candidates successfully passing the assessment process will be placed on an eligibility list which may be utilized to fill vacancies for this classification for up to one (1) year.

When assigned to the Recruitment and Talent Acquisition Division, the HRBP is responsible for full-cycle recruitment and talent acquisition functions including short-term and long-term workforce planning and staffing opportunities, organizational structure and staffing levels, reclassifications, retirement projections, talent acquisition and recruitment objectives and strategies, recruitment outreach programs, executing high-level and complex recruitments, developing assessments, and overseeing recruitments assigned to the Recruitment and Talent Acquisition staff.

When assigned to the Employee and Labor Relations Division, the HRBP is responsible for employee and labor relations functions including employee coaching, performance management, disciplinary action, investigations, contract interpretation, grievances and mediations, and accommodations under the Americans with Disabilities Act (ADA).

Minimum Qualifications

  • Bachelor’s Degree from an accredited college or university in Business, Human Resources Management, or a closely related field
  • Five (5) years of human resources generalist, supervisory, or management experience in multiple human resources disciplines
  • Note: An equivalent combination of related education, training, and experience may be considered
  • Must pass a nationwide fingerprint-based record check, and a wants/warrants check
  • Must complete and maintain Security Awareness and National Crime Information Center (NCIC)/Nevada Criminal Justice Information System (NCJIS) certification within six months of hire/transfer and as a condition of continued employment
  • Desirable: Professional in Human Resources (PHR), Senior Professional in Human Resources (SPHR), International Public Employers Management Association for Human Resources Certified Professional (IPMA-CP), or International Public Employers Management Association for Human Resources (IPMA-SCP)

Selection Process

The selection process will begin with an employment application package screening, with the best-qualified candidates being invited to participate further in the assessment/selection process, which may include any combination of written, performance, and oral assessments to evaluate job-related education, experience, knowledge, skills, and abilities.

Subject Matter Experts (SMEs) will read and score applicant responses to supplemental questions, and these scores will be the sole determining factor for placement on the eligibility list for this classification. Subject Matter Experts will NOT have access to any personally identifiable information (applications, resumes, or any other identifying information) when reviewing and scoring answers to supplemental questions submitted by an applicant.

Position Benefits Summary
INSURANCE
  • Health Insurance: Medical, Prescription, Dental, Vision.

  • Employer paid Term Life Insurance - $50,000 or one times annual salary, whichever is higher.

PAID TIME OFF (PTO)
  • From date of hire, employee is credited with a minimum of 18 days* of PTO prorated by the number of full months remaining in the calendar year, not including the month of hire. In January of each year, employee will be provided with a lump sum annual allocation of PTO as follows:
  • Second year through fifth calendar years of service – 22 days
  • Sixth year through twelfth calendar years of service – 26 days
  • Thirteenth calendar year of service and beyond – 30 days
  • Actual number of days of PTO granted may vary by position.

Bereavement
  • Four consecutive days of leave, with pay, per occurrence, to attend funeral for immediate family member.
Holidays
  • 12 paid holidays per year.
Banked Holidays
  • Holidays that fall on a day the employee is not scheduled to work will be banked. Employees may accumulate up to 152 hours of banked holiday hours at any given time.
Floating Holidays
  • Employee credited with two (2) floating holidays at the beginning of each calendar year. If hired prior to July 1, employee will be credited with two (2) floating holidays and if hired between July 1 and October 31, employee will be credited with one (1) floating holiday.
WORK WEEK
  • Four day, 9.5 hour work day, 38 hour work week.
  • Four day, 10 hour work day, 40 hour work week for Police PERS positions.
