This position is deemed eligible for hybrid telework under DNCRs Telework Policy.

The HR Technician l provides support and serves as the HR Employee Representative for all employees within the Division of Parks and Recreation including permanent and temporary staff. The HR Technician supports Parks HR in all areas of human resources administration.

Key Responsibilities:
  • Processing Personnel Actions (PA) and Organizational Management (OM) Actions.
  • Coordinating a division wide employee orientation onboarding program for all new employees and serve as the unemployment contact for reported claims.
  • Reviewing and approving all required payroll and benefits forms, coordinates and maintains the service awards program.
  • Serving as a personnel assistant for the Division of Parks and Recreation providing support to division staff and management of between 300-700 seasonal positions in all areas of personnel/human resources administration.
The Human Resources Office (HR) provides comprehensive human resources and safety services to all divisions throughout the agency. Current staffing is approximately 2,000 positions, plus 900+ seasonal/supplemental staffing. The core services include policy administration, employee relations, staff development, benefits, classification and compensation, recruitment and retention, salary administration, diversity and inclusion, performance management, safety and wellness. The HR office supports the mission of he agency by providing policy interpretation, processes, and staff development opportunities in all aspects of HR. The HR office strives to create efficient processes and services that utilize technology to enhance the processes and benefits available to employees as well as expand staff development.

Knowledge, Skills and Abilities / Competencies


  • Demonstrated experience in Microsoft Office to include Word, Excel and Outlook.
  • Demonstrated experience in a professional office environment in an administrative and/or lead role.
  • Demonstrated experience drafting and formatting complex documents and spreadsheets.
Management Preferences:
  • Demonstrated ability to express oneself clearly and concisely in oral and written form with attention to grammatical accuracy.
  • Demonstrated ability to interpret, explain and apply policies, procedures and regulations.
  • Demonstrated ability to exercise judgment, discretion and negotiation skills in problem situations.
  • Demonstrated excellent customer service skills.

Minimum Education and Experience Requirements

Associates degree, typically in Human Resources from an appropriately accredited institution or relevant field and no years of experience required; or High school or General Educational Development (GED) diploma and 2 years of progressive experience in Human Resources.
