The Brazos Valley Counsel of Governments (BVCOG) is seeking highly motivated applicants for the position of HQS Housing Inspector I. Summary:
Under limited supervision, conducts housing inspections for assisted-families in the Housing Choice Voucher Program; rent comparisons between assisted (subsidized) and unassisted-units; communicating results of housing inspections to property managers, owners, tenants, and applicants. May act as the lead person on specific assignments. This position involves daily travel within the seven-county jurisdiction of the Brazos Valley Council of Governments. This position works under supervision with some latitude for the use of initiative and independent judgment; reports to the Quality Control Supervisor.

Essential Job Functions:

· Schedule and conduct housing inspections for compliance with Housing and Urban Development (HUD) Housing Quality Standards, specifications, safety policies, and all applicable codes and regulations.

· Documents and generates reports on all unit deficiencies as well as environmental health and safety issues using the BVCOG Housing software.

· Communicate to owners, property managers, tenants, and applicants regarding housing inspection results and scheduled appointments.

· Research and identify the causes of HQS violations; initiate correspondence with owners/managers, tenants, and applicants to correct Housing Quality Standards deficiencies; negotiate compliance date and verify corrections of HQS deficiencies.

· Investigate and respond to concerns from owners/managers, tenants, and applicants.

· Maintain inspection logs, transportation mileage logs and supporting documentation.

· Provide own reimbursable transportation to drive to rental unit locations within the seven-county jurisdiction of BVCOG in support of housing inspection activities.

· Perform all duties to meet Section Eight Management Assessment Program (SEMAP) Housing Quality Standards requirements at 24 CFR 985.

MINIMUM QUALIFICATIONS:

Education, Training and Experience:

· Minimum requirement of high school diploma or GED.

· Experience required in construction or a construction-related field (i.e. electrician, roofing, sheet rock).

· Experience requirement may be substituted for property management experience including responsibilities in unit preparation, unit repair and maintenance.

· Preference will be given for associate degree or higher degree with major course work in social services, construction sciences, city, urban or regional planning, public policy, public relations, public administration, or a related field but not required.

· Bilingual speaker and writer in English and Spanish preferred.

· Successful completion of a criminal history background check, education, and work history verification.

· Must have successfully completed and passed the Housing Choice Voucher HQS Inspection Certification course by Nan McKay or another nationally recognized approved trainer within one year of assuming position.

· Must have successfully completed and passed the HCV Customer Service Certification course by Nan McKay or another nationally recognized approved trainer within one year of assuming position.

License and Certifications:

· Must have a valid driver’s license, liability insurance, and access to reliable transportation at all times while at work.

· Must have the ability to earn certifications as required by assigned tasks.

Job Type: Full-time

Pay: $17.00 - $18.50 per hour
