Position Summary:

Responsible for successful maintenance of patient, organizational, and administrative operation of the Health Information Management Department. Oversight responsibility for operational aspects of department. Serve as resource for facility regarding medical record content, HIPAA Privacy, and regulatory requirements. Assures availability of the medical record at all times in either electronic or hybrid format. Ability to foster a positive work environment by encouraging team collaboration and communication. Facilitate opportunities for learning.

Position Accountabilities:

1. Plans, develops and directs the health information system that meets state and federal requirements.

2. Participates in development, design and maintenance of computer software for computerized health information systems.

3. Establishes reviews and updates short-term and long-term goals in order to be consistent with hospital wide plans

4. Analyzes selects and implements programs necessary to achieve the goals and strategic plans of the hospital.

5. Executes problems identification, data gathering and implementation of strategy actions that are in the interest of the department and its mission, values and philosophy.

6. Develops comprehensive realistic annual budgets that reflect departmental needs based on external and internal environments and the application of cost-effective management.

7. Manages the department in a cost-effective manner by utilizing current materials management techniques, maximizing human resources and continuously reevaluating the manner in which services are delivered.

8. Develops and determines, annually, a capital for administrative approval.

9. Establishes policies and procedures necessary for effective and efficient systems and management of the Health Information Management department. Establishes and monitors standards of performance among all subordinates.

10. Establishes and monitors standards of performance among all subordinates and ensures that standards are being consistently met

11. Improves subordinate performance through ongoing counseling, coaching and delegation and feedback practices.

12. Assumes responsibility for a comprehensive departmental orientation program that is documented for each new employee.

13. Establishes specific and necessary planning, control and quality assurance mechanisms that monitor patient care, administrative and economic outcomes.

14. Maintains a sensitive, fair and impartial approach to dealing with employees.

15. Supports and maintains a culture of safety and quality.

16. Uses, accurate, clear and concise oral and written communication.

17. Conducts department-wide meetings at least once a month, to maintain two-way communication, problem solving and information passing.

18. Interacts positively with members of the medical staff by cultivating liaisons and promoting interaction.

19. Attends meeting, prepares reports and analyzes and provides recommendations in a timely and accurate manner.

20. Assumes the responsibility for successfully fulfilling standards and criteria of licensing and accrediting agencies.

21. Organizes department hierarchy/structure in a manner that results in efficiency, effectiveness and responsiveness.

22. Is responsible for maintaining performance improvement activities in the department.

23. Is responsible for educating staff on performance improvement activities.

24. Represents the hospital in court cases involving subpoena of medical of clinical records.

Enforces suspension policy for delinquent medical records

Minimum Education

Current Registered Health Information Technologist (RHIT) or Registered Health Information Administrator (RHIA) credential. Active AHIMA Membership.

Experience:

Intermediate to Advanced HIPAA Privacy knowledge

Required Certification/Registration

RHIT or RHIA

Skills

Basic Microsoft Word

Intermediate to Advanced Microsoft Excel

Able to communicate effectively in English, both verbally and in writing.

Ability to work with physicians in a collaborative manner

Adheres to dress code, appearance is neat and clean.

Completes annual education requirements.

Maintains regulatory requirements, including all federal, state, local regulations and accrediting organization standards.

Maintains, and ensures patient confidentiality at all times.

Reports to work on time and as scheduled.

Wears identification while on duty.

Attends annual review and performs departmental in-services

Resolves staff concerns at the departmental level, utilizing the grievance process as required.

Ensures compliance with policies and procedures regarding department operations, fire, safety, emergency management and infection prevention and control.

Effectively and consistently communicates administrative directive to staff and encourages interactive departmental meetings and discussions.

Communicates the mission, ethics and goals of the hospital, as well as the focus statement of the department.
