General Description

Under administrative direction, the Director of Accounting is responsible for overseeing all the financial activity and reporting for the County, to include financial accounting and grant accounting.

Examples of Work Performed

Supervises, trains, and evaluates two (2) supervisors;

Oversees the training and development programs for all division staff;

Oversees/assists in the development of work plans in order to ensure all reporting requirements are met in a timely manner;

Researches special topics, including new accounting requirements, and prepares reports or presentations

Oversees/assists with the preparation of the monthly/annual financial statements and reports including the County’s comprehensive annual financial report and single audit;

Assist county officials and department heads with financial matters affecting their budgets and/or funds;

Ensures that the County Auditor and First Assistant Auditor are advised and informed of all financial matters;

Performs other duties as assigned by the County Auditor or First Assistant Auditor.

Education and Experience

Bachelor’s degree in accounting from an accredited university/college

At least ten (10) years of progressively more responsible accounting/auditing experience, including five (5) years of governmental accounting and three (3) years supervisory/managerial experience

Knowledge of generally accepted accounting and financial management principles and practices

Knowledge of fiscal management, budget, and control

Knowledge of state and federal laws applicable to administrative and regulatory functions

Certificates, Licenses and Registration:

Certified Public Accountant (CPA) preferred

Certified Public Finance Officer (CPFO) preferred

Employee must have proof of a current valid Texas Motor Vehicle Operator’s License

Must be able to be insured by County Insurance carrier

Knowledge, Skills and Abilities

Skill in statistical methods, financial analyses, developing long term strategies, and computer word processing, spreadsheet and database programs

Ability to apply generally accepted accounting principles with special emphasis on governmental accounting, auditing, and financial reporting

Ability to establish and maintain effective working relationships with County officials and department heads, other governmental agencies, civic groups, and the public

Ability to communicate effectively orally and in writing

Ability to present complex financial data in a format and manner which are easily understood by nonfinancial audiences

Ability to work independently and creatively

Bilingual – preferred

Job Type: Full-time

Pay: $82,013.00 per year
