We are looking for a Health Service Administrator (HSA) to help serve the community’s often underserved and most vulnerable population here at Grand Travers County Jail (GTCJ). The position requires engagement with the integrated healthcare team that is providing mental health and medical services to the inmate population, along with the staff and county officials that oversee corrections. Responsibilities include being a good and timely communicator along with overseeing audit processes and corrective action plans pertaining to processes of healthcare services provided.

The qualified candidate will provide oversight and evaluate all facility health service activities based on healthcare policies, procedures, workflows, and productivity outcomes to improve the operational efficiencies, and to ensure the safe operation of the healthcare clinic(s) during all hours. It is required that this position be available on-call if necessary during peak hours and to be available if needed during a crisis situation. Most importantly, the candidate must have strong interpersonal skills and organizational skills. It’s important that documentation of all healthcare services and policies/processes/procedures be updated maintained and fit for audit.


Responsibilities include but are not limited to:
  • The HSA is fully responsible for all operational decisions and resource management of the clinic(s) and works in partnership with managers to ensure operational support to all services
  • In addition, this position functions as a primary liaison between facility-level discipline leaders and the Department of Correction (DOC)
  • Strong written and verbal communication skills.
  • Advanced Microsoft Office Suite proficiency including Excel and PowerPoint.
  • EMR (Electronic Medical Record) knowledge & ability to pull reports as needed
  • HIPAA compliant / provide ongoing education and training to all staff (healthcare and facility staff)
  • Detail-oriented and strong organizational and follow-through to coordinate work plans, prioritize assignments and meet deadlines.
  • A high degree of professionalism, courtesy, strong work ethic, integrity, regard for confidentiality, and ability to work with discretion on sensitive matters.
  • Ability to adapt to new situations, collaborate with team members, and work under pressure with minimal supervision, when necessary.
  • Knowledge of policies and programs utilized in the operation of a healthcare facility.
  • Provide additional expertise and coordination of educational programs
  • Assist with the inmate release plan of care with the healthcare team and follow-up process
  • Assist with compiling reports and attending meetings with the healthcare team and officials from the facility and county.

Minimum Qualifications

  • Four years of administrative experience and background at responsible management and administrative levels; or,
  • An equivalent combination of training, educational background, and experience in related fields and educational disciplines; and,
  • Knowledge of fundamentals of hospital organization, administration, standards, regulations, and laws applicable to hospital operations. Knowledge of principles of business and personnel administration, management functions, and support service functions and ability to direct and supervise personnel.
  • Preferred Minimum four (4) years of experience in a supervisory or administrative capacity in operations management or health care administration
  • A satisfactory equivalent combination of training, education, and experience.
  • Knowledge of Microsoft or Google business applications
  • Proficiency in Excel or similar software
  • Proficiency in EMR (Electronic Medical Record) utilization
  • Background Check
  • Drug screening is required for this role
  • Second Language is a plus but not required
  • Research and/or experience in the correctional industry is a plus
