The County encompasses a total land area of 3,324 square miles. There has been steady growth over the past decade and the County now has approximately 450,000 residents residing in 12 cities and unincorporated areas. The County is known as the “Salad Bowl of the World” and is one of the nation’s top agricultural producers. Agriculture is the County’s largest sector in terms of economic output and employment, touching nearly every facet of life in Monterey County. Most agricultural companies continue to be family-owned and operated. Core to the success of agriculture and the community in Monterey County is the access and management of water resources.

THE AGENCY
The Monterey County Water Resources Agency (MCWRA) is an independent, special purpose public agency staffed with dedicated employees and focused on flood control and water resources management in Monterey County. The Agency was created via a California Water Code Appendix in a statute known as the Monterey County Water Resources Agency Act. The Agency provides the following services: control of flood and storm waters in the County, water conservation, protection of water quality, reclamation of water and the exchange of water. Fundamental to the agency’s mission to sustainably manage water resources while minimizing impacts from flooding, the MCWRA owns and operates the Nacimiento and San Antonio reservoirs and dams, a hydroelectric facility at Nacimiento Reservoir, and numerous other facilities.

The Agency is governed by the Monterey County Water Resources Agency Board of Supervisors for larger policy matters and a nine member Board of Directors for more in-depth oversight. Members of the Board of Directors are appointed by the Monterey County Water Resources Agency Board of Supervisors, a city selection committee, and local agricultural groups. Prior to being formally established in 1991, the Monterey County Water Resources Agency was the Monterey County Flood Control and Water Conservation District, established in 1947 and organized as a division of the Public Works Department of the County of Monterey. The Agency is independent from the County, but both entities collaborate closely and share the same Board of Supervisors.

THE POSITION
Under policy direction from the Water Resources Agency Board of Supervisors and Board of Directors (the Boards), the General Manager is an executive-level position responsible for all operations of the Agency. The new General Manager will lead a vibrant and dedicated staff who are committed to the Agency’s mission of “managing water resources sustainably while minimizing impacts from flooding for present and future generations.” The new General Manager will handle complex oversight of water management, flood control, planning, research, and conservation functions. The General Manager will also represent the Agency in relations with the community and other government agencies

THE IDEAL CANDIDATE
MCWRA is seeking a collaborative, approachable, and enthusiastic professional to serve as its next General Manager. The ideal candidate is an expert in water resource management and well-versed in the specifics of California water regulations. The General Manager is a consensus builder who, with self-confidence and flexibility, can collaborate and lead stakeholders to solutions. The ability to build strong relationships is important, and the most competitive candidates are prepared to meet MCWRA’s goals while negotiating with significant stakeholders, boards, and commissions. The General Manager must possess excellent interpersonal skills and a humble yet assertive demeanor while maintaining a hands-on approach. MCWRA is seeking candidates who are also experienced in public finance and who are recognized as apolitical yet possess political acumen to effectively lead the MCWRA and advise the Boards. Importantly, the General Manager must also be an analytical thinker, capable of making data-driven decisions to anticipate and preempt issues before they arise.

Those who demonstrate a can-do mindset and who bring creative ideas that will maintain a solutions oriented culture are desired. Likewise, MCWRA desires a strategic thinker, who uses analytical thinking and appropriate research to provide informed policy and programmatic recommendations to both the Board of Supervisors and the Board of Directors. Examples of Duties

KEY RESPONSIBIILTIES INCLUDE:
  • Providing oversight and management of Na cimiento and San Antonio Reservoirs, the Salinas River Diversion Facility, the Salinas Valley River Long Term Management Plan, the Castroville Seawater Intrusion Project, the proposed Interlake Tunnel project, and the Salinas River Habitat Conservation Plan;
  • Maintaining the partnership with the Salinas Valley Basin Groundwater Sustainability Agency and other area groundwater sustainability agencies;
  • Collaborating with numerous public agencies on the Pajaro River Levee Project;
  • Serving as community liaison, balancing the needs of stakeholders with the daily and long-term operations of the Agency to seek consensus on projects and plans;
  • Representing and advocating for the Agency with local, state, and federal agencies, other special districts, commissions, and governmental regulatory bodies;
  • Identifying and seeking diversified funding sources to secure the financial stability of the Agency’s infrastructure, projects, and programs;
  • Formulating and overseeing budget preparation and recommending Agency budgets;
  • Evaluating the performance of Agency staff and providing employee training including new techniques, procedures, materials, methods, and programs;
  • Establishing requirements for and monitoring Agency risk management programs; overseeing and monitoring financial accounting, investments, and cash flow, and arranging for periodic audit of financial records; and
  • Keeping current and overseeing the maintenance programs of all Agency facilities.

Examples of Experience/Education/Training

Any combination of training, education and/or experience that provides the knowledge, skills, and abilities to successfully perform the duties of the position is qualifying. An example of a way these might be acquired: Completion of all coursework leading to a Bachelor’s degree from an accredited four-year (4) college or university in civil engineering, hydrogeology, hydrology, public administration, business administration, environmental engineering, or another closely related field; five (5) years of progressive managerial experience that includes at least two (2) years of experience at the executive-level within a complex water related organization. Experience reporting to an elected and/or appointed board is highly desired. Possession of a valid certificate of registration as Professional Engineer or Geologist is also desirable.

COMPENSATION
The salary range for this position is $212,245 - $289,881 and placement within the range is dependent upon qualifications.
