Duties

These positions are located at Lassen Volcanic National Park and Sequoia and Kings Canyon National Park in their Wildland Fire programs.

  • Directs all aspects of wildland fire management operations. Determines best method offire control tactics and makes judgments regarding location and width of fireline inrelation to fuel types, topography, weather, etc. considers when use of minimum impactsuppression techniques is appropriate to meet management objectives.
  • Directs hazard fuel reduction projects to include mechanical, prescribed fire and other project types.
  • Utilizes management action point, point protection methods and climatology toimplement long term wildfire plans.
  • Serves as Incident Commander on wildland fires in both remote forest/rangeenvironment and the wildland urban interface. Determines proper bureau jurisdictionalresponsibilities and assumes Incident Command responsibilities when necessary.
  • Independently plans and directs actions, performs risk analyses, develops andcommunicates operational objectives, strategy, and tactics commensurate with fire size,behavior, values at risk, and safety considerations; revises and/or develops newapproaches in view of changing incident conditions. Considers incident complexity todetermine when a fire situation has developed to the degree where additional resourcesor expertise might be needed, or the incident complexity exceeds the incumbent'squalifications and capabilities.
  • Evaluates operations on wildland fires and recommends management andimplementation strategies to the module leader, Incident Commander, Prescribed FireBurn Boss and/or host unit personnel. Prepares accurate and timely fire reportsincluding daily unit logs, provides intelligence updates for incident action plans, andincident updates in fire reporting systems.
  • May direct the operation of a wildland fire engine, ensuring the correct positioning,proper use and operation. Personally performs and directs others in starting pumpengine, priming pump, adjusting engine speed and pump valves, laying hose, usingappropriate nozzles and nozzle adjustment in effective use of water and additives.
  • Ensures the engine is kept in a full state of readiness for emergency fire dispatch.
  • Receives work assignments from the module leader, fire managers and project leadersin units requesting WFM services. Analyzes hazards involved and determines risk mitigation methods required to lower risk to personnel, infrastructure and resources.
  • Applies a continuous risk management process over the life of the assignment/project tomeet changing conditions.
  • Collects data on fire history, fuel loading, vegetation, topography and weather to beused in developing project plans, fire effects plots, fuels treatment and fire management.

**NOTE:A supplemental pay increase of $20,000 or 50% of base pay per year (whichever is less), is authorized under Bipartisan Infrastructure Law through 9/30/2023.

  • Prior to appointment, you must be determined physically fit by an authorized government physician to perform strenuous and physically demanding duties; and also pass a medical examination?(which includes vision, hearing, cardiovascular, and mobility of extremities)?given by an authorized government physician. You will also be required to periodic medical examinations throughout employment.
  • The Work Capacity Test (WCT-Pack Test) as a method for assessing an employee's fitness levels for fire qualifications in the positions covered by this recruitment notice. Arduous fitness (WCT-Pack Test) will consist of completing a three-mile hike, within 45 minutes, while carrying a 45 pound pack. NOTE: Arduous Work Capacity Test


This is a are Career-Seasonal position. Career-Seasonal appointments are permanent positions and include the same benefits as Career appointments, but do not provide work on a year-round basis. Selectee is guaranteed to work at least 6 months per year but not more than 50 weeks per year, with the work schedule determined upon appointment. Work schedule and periods of non-pay status are contingent upon funding and operational needs. On an annual basis, employee signs a "career-seasonal" agreement with the supervisor which defines the work schedule for that year. After 90 days in this position, employee's work schedule may be changed to a permanent non-career seasonal position. In which case they will work 12 months per year.

  • You will be required to operate a fire engine and various motor vehicles as part of your official duties; a valid Commercial Driver's License may be required. You will be required to submit your Commercial Driver's License and Driving Record. You must also submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that disclose all valid driver's licenses, whether current or past, possessed by you.
  • You may be required to complete training and operate a four-wheel drive vehicle.
  • Work may require travel by fixed-wing or rotorwing aircraft.
  • You will be required to wear a uniform and comply with the National Park Service uniform standards. A uniform allowance will be provided.
  • You may be required to work on-call, evenings, weekends, holidays, overtime and shift work.
  • Government housing may be available for rent, or subject to required occupancy.
  • If you are a new employee or supervisor in the Federal government, you will be required to complete a one-year probationary period.
  • Subject to frequent extended travel up to 14 or more nights per month particularly during fire season, and you must obtain a government charge card for travel.
  • You may be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority.
  • The National Park Service has determined that the duties of this position are not suitable for telework.

Qualifications

All qualifications must be met by the closing date of this announcement 01/02/2023unless otherwise stated in this vacancy announcement.

Credit will be given for all appropriate qualifying experience. This position is covered by the special retirement provisions of 5 U.S.C. 8336 (c) and 5 U.S.C. 8412 (d) as a Primary/Rigorous Firefighter. Applicants must be 18 years of age, but not have reached their 37th birthday by the closing date of this announcement. These positions are covered by the special enhanced annuity retirement provisions for Federal Firefighters and Law Enforcement officers and have a mandatory retirement age of 57. Two exceptions are allowed: 1) an applicant has prior Federal service in documented special retirement covered position(s) sufficient to count toward 20 years of covered service on or before the mandatory retirement age of 57; or 2) an applicant is a qualified veterans' preference eligible, in which case the MEA is waived and their corresponding retirement age may be higher than 57 after completing 20 years of service. One year of specialized experience equivalent to at least the GS-06 level in the Federal service. Examples of qualifying specialized for this position is experience that equipped the applicant with the particular knowledge, skills, and abilities needed to successfully perform the duties of this position. Examples of specialized experience include: (1) personally performing in Wildland Fire Engine Operations, and at least one of the following wildland fire-fighting functions: Initial attack and Fire-line Suppression Operations; Prescribed Fire Operations; Helitack Operations; and (2) personally leading or supervising others in any two of the following functions: initial attack and suppression hand-crew operations; prescribed fire operations; wildland fire engine crew operations; helitack fire crew operations; providing on-the-job training and conducting daily crew briefings, safety sessions, and/or other basic wildland fire training.

One year of graduate level college education in a field directly related to range technician fire work such as a major study in forestry, fire science or a field directly related to this position that has equipped me with the knowledge, skills and abilities to perform the duties of this position. Equivalent combination of specialized experience and education as described in the vacancy announcement to qualify for this position.

Physical Demands: Duties involve arduous field work requiring above average physical performance,endurance, and superior conditioning. Work requires prolonged standing, walking over uneven ground and recurring bending, reaching, lifting and carrying of items weighing over 50 pounds and shared lifting and carrying of heavier items, and similar strenuous activities requiring at least average agility and dexterity. Duties include demands for strenuous activities in emergencies under adverse environmental conditions and over extended periods of time. Operation of somespecialized fire equipment can place extended physical stress on incumbent during fire activities.

Work Environment: Work is primarily performed outdoors in forest and desert environments in steep terrainwhere surfaces may be extremely uneven, rocky, covered by thick vegetation, in smoky conditions, etc. Temperatures commonly exceed 100 degrees F and may fall below freezing. Risks include smoke inhalation, fire entrapment, snake or insect bites and stings, exposure to excessive machinery noise, and falling and rolling material. Personnel must adjust and cope with exposure to weather elements, dust and smoke, poor bivouac and eating situations under an unpredictable set of circumstances. Incumbent may be required to live in remote backcountry camps for extended periods of time. The hazardous nature of the job requires that protective clothing be worn (hard hats, gloves, boots, flame resistant clothing, and other personal protective equipment). Work may require travel by light fixed-wing or rotor-wing aircraft.

Career Transition Assistance Plan (CTAP) OR Interagency Career Transition Assistance Plan (ICTAP): CTAP/ICTAP provides placement assistance to permanent Federal employees who are surplus, displaced, or involuntarily separated. Applicants claiming CTAP/ICTAP eligibility must submit a copy of their most recent performance appraisal, proof of eligibility, and most current SF50 noting position, grade level, duty location with their application. To be considered under CTAP/ICTAP, applicants must be qualified (i.e., meet the minimum qualification requirements, including any selective placement factors; education, and experience requirements), and be able to perform the duties of the position upon entry.
