DEQ has an open opportunity for a Fisheries Statistician.

This Fisheries Statistician is an analytical position with the Coastal Angling Program (CAP) within the License and Statistics Section of the Division of Marine Fisheries. This position develops, implements, and manages surveys of license holders that participate in non-angling recreational fishing activities to determine effort and catch to meet fisheries management needs of the state, interstate, and federal agencies. The position evaluates precision, efficiency, and effectiveness of new and existing DMF surveying programs to meet the information needs for fisheries management. Evaluations of methodologies used to produce estimates of harvest and fisher participation are also performed by this position. This position responds to data requests from the Marine Fisheries Commission (MFC) and its committees, advisory groups, and the public. It also provides analytical support for ongoing and newly developed projects and assists other section programs in statistical modeling and design.

The position will plan, design, and implement surveys to meet the Division’s objectives. The Statistician I will participate in the preparation of maps, tables, and charts for sections of fishery management plans. The Statistician I will participate in the management activities associated with the DMF License and Statistics Section by soliciting input and information from the public and fishermen and relaying the survey results. This includes attending meetings and hearings, gathering input and communicating with fishermen and the public, and making presentations to the MFC and its various committees.

Key Responsibilities:
  • Collect, record and compile survey data through existing and newly designed surveys on holders of recreational fishing licenses in North Carolina.
  • Write programs to provide unbiased and properly stratified survey distribution and will determine the precision of the survey results as well as write computer programs for data analysis, verification methods, strategies for survey distribution and methods for data interpretation.
  • Ability to manipulate, subset, and analyze data using programming software.
  • Develop short- and long-term goals and objectives including development of proposals for additional funding as well as aid other section programs in statistical modeling.
  • initiate, develop, and design research projects; apply statistical principles and methods in the evaluation of problems; and analyze statistical data and explain findings effectively in oral, written, or graphic form.
  • Compile data requested by the MFC and its various committees, biologists, and the public as well as be responsible for writing an annual project report summarizing survey results.

The Division of Marine Fisheries
The North Carolina Division of Marine Fisheries (DMF) is responsible for the stewardship of the state’s marine and estuarine resources. The DMF’s jurisdiction encompasses all coastal waters and extends to 3 miles offshore. Agency policies are established by the nine-member Marine Fisheries Commission and the Secretary of the Department of Environmental Quality. North Carolina is a member of the Atlantic States Marine Fisheries Commission, the Mid-Atlantic Fishery Management Council, and the South Atlantic Fishery Management Council. Recruitment Range: $55,521 - $58,294

To qualify for this position, applicants must document on the application that they possess ALL the following:


  • Experience in statistical research and/or research and investigative methodologies.
  • Experience with statistical software.
  • Experience constructing and/or maintaining databases.
  • Experience subsetting data from a database and/or producing scientific reports.

Management Preferences:
  • Experience using Microsoft Word and Excel.
  • Knowledge of the principles and practices of marine biology applicable to applied marine research and fisheries management.
  • Knowledge of fisheries sampling methodology.
  • Knowledge of North Carolina’s fisheries and individual species life history.

Minimum Education and Experience Requirements

Master's degree in statistics, mathematics, data science, data analytics, psychometrics or measurement and evaluation from an appropriately credited institution and one year of experience in data analysis; or Bachelor s degree in statistics, mathematics, data science, data analytics, psychometrics or measurement and evaluation from an appropriately credited institution and three years of experience in study design and data analysis; or an equivalent combination of education and experience.
