THE POSITION
This recruitment is being conducted to fill one full-time vacancy. The list established by this recruitment may be used to fill future full-time, part-time, limited term, and temporary Fire Prevention Inspector (Non-Sworn) vacancies for up to one year.

The Vallejo Fire Department is seeking candidates for the Fire Prevention Inspector (Non-Sworn) position, as a collaborative member of the Fire's Prevention Division. This position has an important role in conducting technical fire and weed abatement inspections, and performing investigative work to ensure compliance with laws, ordinances and regulations pertaining to the prevention and control of fires.

The ideal Fire Prevention Inspectors will possess a valid Class C driver's license and have completed a certificate program in Fire Technology or Fire Science from an accredited college; or completion of California State Board of Fire Services accredited courses Fire Prevention 1A, and 1B or Fire Inspector 1A and 1B prior to applying.

While not required, completion of California State Board of Fire Services accredited courses such as: Fire Inspector 1C; Fire Investigation 1A and 1B; Fire Instructor 1A and 1B or Instructor 1, 2, and 3; Fire Prevention 2A, 2B, and 2C or Fire Inspector 2A, 2B, 2C, and 2D; and Public Education 1A or Community Risk Educator are highly desirable.

Incumbents selected for the Fire Prevention Inspector (Non-Sworn) position must have successfully complete the California State Board of Fire Services accredited courses Fire Investigation 1A and 1B and a POST certified PC 832 course prior to completion of their probationary period.

SUPERVISION RECEIVED AND EXERCISED
Fire Inspector personnel work under general supervision from the Fire Prevention Manager. Responsibilities may include providing functional or technical assistance to sworn and non-sworn personnel in areas related to fire prevention, public fire education and fire investigation activities.

THE DEPARTMENT
The Vallejo Fire Department consists of 79 authorized employees, who are staffed between Administration, Suppression, Training, and Fire Prevention divisions. The Department averages over 12,000 calls per year and boasts two of the more active engine companies in the state.

The Fire Prevention Division is responsible for safety inspections, plan checks and permitting, fire reports and investigations, weed abatement, and public education and outreach. The Fire Prevention division consists of a Prevention Manager, three Fire Inspectors, and one Secretary.

Essential Functions
The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.

  • Interpret and enforce provisions of fire prevention, hazardous materials and fire safety laws, ordinances and other regulations.
  • Interpret building plans and consult with building owners and builders when required.
  • Conduct routine technical construction inspections.
  • Research problems, analyze various approaches and recommend solutions.
  • Prepare and maintain records and reports.
  • Perform periodic and follow-up inspections of new and existing buildings, structures and installations requiring Fire Department clearances.
  • Issue permits for public assemblies and all occupancies listed in the City of Vallejo fire prevention fees schedule; conduct hazardous materials inspections, issue hazardous materials permits and research technical resources concerning hazardous materials.
  • Investigate causes of fire, seeking assistance from the Fire Prevention Manager, Contract Fire Investigator, or the Fire Marshal for those incidents appearing incendiary in nature, involving fraud, or injury to a civilian or Firefighter.
  • Collect, prepare and present evidence in court when required.
  • Investigate complaints pertaining to violation of fire prevention laws.
  • Issue corrective orders and citations.
  • Provide assistance with the weed abatement program as needed.
  • Develop and coordinate fire prevention programs, such as false alarm billing, fire inspection reporting.
  • Conduct fire prevention and inspection training sessions for engine companies.
  • Perform follow-up inspections of company inspections when necessary.
  • Develop and conduct training programs and group presentations relative to fire prevention and fire investigation.
  • Represent the Department before citizens and groups.
  • Provide information to the public concerning fire prevention practices and procedures.
  • Perform related duties as assigned.

Minimum Qualifications/Knowledge, Skills & Abilities
Experience and Training Guidelines
Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Experience:
Sufficient fire prevention experience to demonstrate possession of the knowledge and abilities listed above.

Education:
Equivalent to completion of a certificate program in Fire Technology or Fire Science from an accredited college; or completion of California State Board of Fire Services accredited courses Fire Prevention 1A, and 1B or Fire Inspector 1A and 1B.

The following education is highly desirable: California State Board of Fire Services accredited courses such as: Fire Inspector 1C; Fire Investigation 1A and 1B; Fire Instructor 1A and 1B or Instructor 1, 2, and 3; Fire Prevention 2A, 2B, and 2C or Fire Inspector 2A, 2B, 2C, and 2D; Public Education 1A or Community Risk Educator; and completion of an Associate’s Degree in Fire Technology or Fire Science.

Incumbents must successfully complete the California State Board of Fire Services accredited courses Fire Investigation 1A and 1B and a POST certified PC 832 course prior to completion of the probationary period.

License or Certificate:
This classification requires the use of a personal or City vehicle while conducting City business. Individuals must be physically capable of operating the vehicle in a safe manner, including during emergency operation and response, and must possess and maintain a valid California Class C motor vehicle operator’s license.

Knowledge of:

  • Principles, practices and techniques of fire prevention.
  • Federal, state and local fire prevention codes and ordinances.
  • Principles and operations of automatic fire detection and suppression equipment.

The Recruitment & Selection Process
1. Applications will be screened for overall qualifications the week first week of January 2023.

2. Candidates who are deemed to be the best qualified will be invited to take part in an assessment process which may consist of written, online, oral, or performance exercises. Candidates invited to the assessment process will be notified by email of the date, time, and location of the assessment. The tentative date is middle of first week of January 2023.

3. Candidates placed on the Register of Eligibles (eligible list) will be referred to the department for final interviews based on their performance in the exam. The number of candidates referred for a hiring interview is at the discretion of the hiring department.
