We are currently looking for a high performing professional to join an inclusive, energetic, fast-paced team as Finance Specialist II.

Under the administrative direction of the Senior Accountant and/or Chief Financial Officer, the incumbent for this position is responsible for various accounting and administrative functions. Employees in this class perform extensive data entry and reconciliation of financial information and are responsible for applying acute attention to detail concerning facts and numerical figures.

ESSENTIAL JOB FUNCTIONS

Essential duties and responsibilities may include, but are not limited to, the following:

Primary Essential Duties and Responsibilities:

  • To maintain the financial integrity of the City.
  • Prepares payroll for all City personnel (i.e. setup and maintain employee’s payroll records, reviews and corrects time entry for employees, processes paychecks, maintains leave records, prepares monthly retirement report, prepares quarterly 941 and TWC reports, yearly W-2’s, and any other required report pertaining to payroll information).
  • Reconciles invoices related to employee benefits and deductions.
  • Prepares accounts payables for all City departments (i.e. receive, review and process all City invoices for accurate and timely payment, and maintain files on accounts payable).
  • Enters all cash collections received through electronic fund transfer transactions.
  • Reconciles bank statements. Reviews outstanding checks over six months to have re-issued or voided and moved to unclaimed property.
  • Performs the annual reporting of unclaimed property.
  • Be a backup for answering Finance Department phone and helps walk-in customers.

Other Duties:

  • Responds to a wide variety of requests for information from various entities, i.e., City personnel, the public, various organizations, and agencies.
  • Assists with training employees that are responsible for time entry.
  • Assists with City’s cemetery operations in selling and locating lots, gathering, and maintaining records, and issuing permits.
  • Assists with assembling and compiling information as directed for external auditing purposes.
  • Participates with Emergency Management when the need arises with duties assigned.

Minimum qualifications & Requirements

Education, Training and Experience Guidelines

High school diploma or GED; supplemented by two (2) years of progressively responsible financial administrative support experience that demonstrates aptitude for numerical accuracy, with specific experience in accounts payable and reconciliation duties; or an equivalent combination of education, training, and experience.

Licenses

Must have a valid Texas driver’s license with an acceptable driving record to be maintained throughout employment.

Knowledge, Skills, and Abilities

  • Thorough knowledge of account and record maintenance principles and practices.
  • Thorough knowledge of modern office practices and procedures to include Microsoft Excel and Word.
  • Considerable knowledge of payroll and accounts payable principles and practices.
  • Knowledge of principles of effective administration, to include coordinating, planning, and scheduling.
  • Skill in both written and oral communications for effective expression of concepts in dealing with customers and co-workers.
  • Ability to apply analytical and interpretive skills to problem solving.
  • Ability to exercise sound judgment and make independent decisions in accordance with established policies and procedures.
  • Ability to establish and maintain effective working relationships with supervisor, support staff, other departments/agencies, and citizens that the position interacts with.
  • Ability to analyze, organize and review work for established policy standards, efficient results, and accuracy.
  • Ability to utilize office equipment and applications associated with accounts payable, banking functions, and project accounting.
  • Ability to add, subtract, multiply, and divide; calculate decimals and percentages; compute discounts.
  • Ability to have compassion towards others when dealing with cemetery customers.
  • Performs any other duties and responsibilities as assigned.

SPECIAL REQUIREMENTS
  • Regular and consistent attendance for the assigned work hours is essential.
PHYSICAL DEMANDS AND WORKING ENVIRONMENT

Most tasks are essentially sedentary, with occasional walking, bending, light lifting (5-20 pounds), driving vehicle, or other restricted physical activities. Some tasks involve some physical effort, i.e., standing and walking, or frequent moderate lifting (20-50 pounds), minimal dexterity in the use of fingers, limbs, or body in the operation of office equipment. Tasks may involve extended periods of time at a keyboard or workstation.

  • Some tasks may require sound perception and discrimination.
  • Some tasks may require visual perception and discrimination.
  • Some tasks may require oral communications ability.
