NATURE OF WORK

This is responsible financial accounting work involving the analysis, and recording of complex financial transactions, research and interpretation of financial data and preparation of financial reports and statements. Depending upon the agency to which the position is assigned, work may further involve lead responsibility for one or more major accounting functions including the supervision of higher level accountants or administrative personnel and is reviewed for conformity with accepted standards and established procedures.

ILLUSTRATIVE EXAMPLES OF WORK

  • Analyzes financial transactions; prepares and posts corresponding entries to computerized and manual accounting records.
  • Researches and analyzes data for the preparation of general and special purpose financial reports and statements.
  • Prepares general and special purpose financial reports and statements.
  • Prepares estimates of cash flows to determine availability of investable funds. Schedules investments and solicits rate quotes.
  • Reviews financial records and reports for accuracy and resolves discrepancies and prepares correcting entries.
  • Performs bank reconciliations.
  • Analyzes activity in accounts and funds; and consults with various City departments in the establishment and maintenance of financial records and record-keeping systems.
  • Assists in the design, installation and maintenance of accounting systems, procedures and forms.
  • Depending upon the department to which assigned, position may involve overall responsibility for one or more major accounting functions, and the planning, scheduling, assigning and review of work of subordinate professional and clerical staff. In the Controller’s Office, position supervises the Accounting Division in the absence of the Chief and Senior Accountant.
  • Performs related work as required. REQUIREMENTS OF WORK Graduation from an accredited four year college or university with major course work in accounting; and 5 to 7 years of experience in accounting involving the analysis and recording of financial transactions in both subsidiary and general ledgers and the preparation of financial reports from these ledgers, including at least one year in a supervisory capacity; or any equivalent combination of training and experience which provides the following knowledge, abilities and skills:
  • Thorough knowledge of generally accepted accounting principles, and the underlying theories, and their application to a wide variety of accounting transactions and problems.
  • Thorough knowledge of the principles of financial transaction analysis and classification.
  • Considerable knowledge of fund accounting, theory and practice, and the application to a wide variety of local governmental budgetary accounting, financial transactions and accounting problems.
  • Ability to interpret and execute laws, and regulations as they apply to local governmental finances and the accounting therefore.
  • Ability to plan, schedule, assign and review the work of subordinate employees.
  • Ability to design, install, modify and maintain accounting procedures and forms.
  • Ability to analyze and interpret financial information and prepare standard and specialized reports and statements therefrom.
  • Ability to establish and maintain effective relationships with City officials and fellow employees.

Local 3144, 12-month position; Range 8, minimum starting salary $54,158 - $86,921; Grant funds
