JOB DESCRIPTION TITLE: Executive Director of Finance/CFO

This position is X exempt or non-exempt

PRIMARY FUNCTION: Responsible for planning, leading and overseeing all financial functions of the school division to include accounting, budgeting, payroll, and oversight of the student activity accounting function in order to ensure that public funds entrusted to Poquoson City Schools are utilized effectively.

MINIMUM QUALIFICATIONS: CPA or Master’s degree in accounting, business administration or related field with extensive experience in a senior level financial management position, preferably in public education; or any equivalent combination of education and education that would provide the noted knowledge, skills and abilities.

KNOWLEDGE, SKILLS AND ABILITIES:

  • Thorough knowledge of accounting methods and techniques applicable to business and finance
  • Thorough knowledge of the principles of budget development and administration of financial and business management systems
  • Thorough understanding of the state and local government’s budget process  Thorough knowledge of generally accepted principles of governmental accounting and budgeting systems
  • Considerable knowledge of management information systems and reporting  Complete understanding of the principles and practices of public procurement and risk management
  • Skill to manage/lead staff
  • Ability to direct a variety of accounting, budgetary and general administrative activities
  • Ability to analyze financial transaction recording systems, discern internal control and other problems, and to revise complex accounting systems and sub-systems
  • Ability to communicate well orally and in writing
  • Ability to establish and maintain effective working relationships with school administration, staff and public officials

GENERAL PERFORMANCE RESPONSIBILITIES:

  • Develops, directs, and implements policies, practices, plans, procedures, and activities for accounting, budget, payroll, and financial services to ensure that all fiscal issues and financial support services are conducted in accordance with applicable laws and regulations. Interprets policies and laws and implements changes as needed to maintain compliance.
  • Develops and compiles the School Board’s annual operating and capital budgets, and oversees production of the annual school budget document.
  • Annually forecasts operating expenditures, as well as revenues to be received from the Commonwealth of Virginia, the Federal government, and local sources.
  • Oversees compliance of federal, state and local budgetary and reporting guidelines.
  • Establishes and maintains a system of accounts to ensure that allocations are accurate, revenues and expenses are properly recorded, expenses are within budget limits and fiscal practices are followed.
  • Analyzes a variety of financial information (e.g. revenues, expenditures, cash management, cost projections, insurance, etc.) for the purpose of providing direction and support, making recommendations, maximizing use of funds, and ensuring overall operations are within budget.
  • Assists Human Resources with the financial aspects of administering and evaluating health insurance plans and other employee benefit programs; makes recommendations on employee benefit offerings.
  • Attends and presents financial information at school board meetings and work sessions.
  • Advise and assist in procurement activities for the division.
  • Oversees grant and contract management and coordinates with legal advisors to finalize agreement terms; monitors contracts and maintains contract documentation.
  • Coordinates the annual Student Activity Funds and School Board audit.
  • Ensures that the Board and division superintendent carry adequate insurance and understand the terms, conditions and limitations of the coverage.
  • Assists in the development of long-term organizational goals and objectives and division policies and procedures.
  • Establishes plans to achieve School Board goals.  Prepares a variety of periodic and special financial and statistical reports to include but not limited to: Annual School Financial, Per Pupil Cost, Maintenance of Effort, Required Local Effort reports.
  • Establishes good working relationships and collaborative arrangements with City staff, community groups, politicians, and other organizations to help achieve the division’s goals.
  • Performs other duties as assigned.

TERMS OF EMPLOYMENT: Salary according to School Board Pay Plan and contract length 12 months

REPORTS TO: Division Superintendent

EVALUATION: Performance on this job will be evaluated in accordance with School Board policy and administrative regulations on evaluation of administrative personnel.

Job Type: Full-time

Pay: $83,118.00 - $132,654.00 per year
