Reporting to the Mass General Brigham (MGB) Enterprise Vice President of Emergency Medicine (VP), the Executive Director of the Brigham and Women’s Hospital (BWH) Department of Emergency Medicine (the Department) is responsible for the overall administration and operating results of the Department, with four major areas of focus:

  • Clinical Operations - The Department is responsible for approximately 120,000 patient visits each year at the Brigham and Women’s Hospital Emergency Department, the Brigham and Women’s Faulkner Hospital (BWFH) Emergency Department, and the Brigham and Women’s Urgent Care Center (UCC) at Patriot Place in Foxborough, MA. In addition, the Department provides clinical staffing and other professional services to institutions throughout Greater Boston. The Executive Director oversees the BWH and BWFH Directors of Operations and collaborates with administrative and clinical leaders within the Department and across BWH, BWFH and MGB to optimize quality and safety, health equity, patient experience, patient flow, care innovations, staffing, operational efficiencies, service integration, and capital planning efforts.
  • Teaching and Academics – The Department co-manages the Harvard Affiliated Emergency Medicine Residency (HAEMR) with Massachusetts General Hospital (MGH), coordinates Harvard Medical School (HMS) student rotations, and offers clinical fellowship opportunities within the Department’s academic divisions. Additionally, the Department manages the Brigham and Women’s Hospital STRATUS Center for Medical Simulation (STRATUS). The Executive Director oversees the administrative team supporting educational activities, including the Administrative Director of STRATUS and Director of Faculty Affairs, and indirectly oversees the HAEMR Program Manager (who currently directly reports to the Executive Director of the MGH Department of Emergency Medicine). The Executive Director partners with educational program leaders to maintain a supportive and effective learning environment and ensures all education programs meet institutional and outside regulatory requirements.
  • Research – The Department manages an active and growing research portfolio with sponsored funding from government, foundation, and industry partners. Additionally, the Department supports the research and professional service efforts of the Harvard Humanitarian Initiative (HHI), an interfaculty collaborative in coordination with the Harvard School of Public Health. The Executive Director oversees the Director of Research and collaborates with the Executive Director of HHI to ensure all research and humanitarian service efforts are appropriately supported, and collaborates with leaders across BWH and MGB to innovate the administrative infrastructure underlying complex engagements with domestic and international sponsors and partners.
  • Strategic Collaborations and Community Support – The Department markets and provides educational, training, and other non-advisory services to government, non-profit, and industry partners domestically and internationally through its Strategic Collaborations Unit (SCU). The Department also regularly collaborates with Mass General Brigham Global Advisory on international advisory service opportunities. Additionally, the Department has invested in supporting community health, health equity, and a broad array of social issues through the Department’s Office of IDEaS (Inclusion, Diversity, Equity and Social Justice). The Executive Director partners with the Department’s Vice Chair of Strategic Collaborations to ensure SCU efforts are adequately supported and collaborates with leaders across BWH and MGB to ensure the effective, efficient, and compliant execution of complex agreements and deliverables. Additionally, the Executive Director oversees the Office of IDEaS’ administrative team.

The Executive Director partners with the Chair and Deputy Chair of the Department to execute on all objectives and responsibilities across these four mission areas and within the strategic framework of MGB Enterprise Emergency Medicine, BWH, and BWFH, and manages all operating and capital budgets within their purview. Additionally, the Executive Director will advance MGB’s and the hospitals’ United Against Racism campaign by broadly representing and fostering the institution’s commitment to diversity, equity, and inclusion.



Principal Duties and Responsibilities


Leadership and Strategy

  • Responsible for assisting the VP, Chair, and Deputy Chair with the growth and the development of the Department in alignment with the MGB strategic framework and Enterprise Emergency Medicine strategy.
  • Consults and advises the VP, Chair, and Deputy Chair regarding issues related to clinical services, research and academic administration, strategic collaborations, and community programs. Recommends changes in policies and programs, as necessary, to carry out the objectives of the Department more effectively and follows through on the implementation and application of approved policies and programs.
  • Represents the Department in various BWH, BWFH and MGB committees, councils, and project teams to provide leadership and input into the development and execution of strategic initiatives.
  • Implements effective communication programs that keep Department leaders and staff advised on matters affecting the interests of the Department.
  • Initiates and facilitates continuous improvement activities in collaboration with the VP, Chair, Deputy Chair, and other leaders across the Department, BWH, and BWFH.
  • Develops and maintains effective working relationships with Department, hospital, physician organization, and MGB leaders and services and collaboratively advances objectives in concert with other key stakeholder needs.

Clinical Operations

  • In conjunction with the VP, Chair, Deputy Chair, nursing leadership and other clinical and administrative leaders, directs the clinical operations of all services under the purview of the Department, ensuring that all services are delivered in a safe, effective, efficient, equitable, and cost-conscious manner.
  • Monitors and evaluates the performance of the department’s existing services and ensures the development of new programs to maximize safety, quality, efficiency, and equity while simultaneously identifying opportunities to reduce costs.

Compliance

  • In conjunction with provider and nursing leadership and other clinical and administrative leaders, ensures policies, activities, record keeping, and reporting are in compliance with applicable local, state, and federal regulations and accepted rules of accrediting agencies; initiates corrective action as necessary.
  • Maintains a thorough understanding of compliance regulations and policies relevant to the Department, including but not limited to those published by the hospitals, TJC, CMS, OIG, DPH and other local, state, and federal agencies.

Fiscal

  • Works with BWH, BWFH, MGB finance teams and other administrative colleagues in preparation of operating and capital budgets for all services under the purview of the Department and collaborates with other departments’ budget preparations as necessary.
  • Monitors operating and capital budget performance to ensure financial objectives are met and to identify risks and opportunities.
  • Recommends programs and policies to increase revenues and reduce costs and prepares business plans to demonstrate return on investment.
  • Manages the Department’s compensation plans, including the Department’s faculty compensation plan. Collaborates with BWH, BWFH and MGB financial and human resource leaders to ensure compensation levels meet market objectives in an equitable manner.
  • Maintains a thorough understanding of clinical reimbursement and managed care issues specific to the Department.
  • Identifies opportunities to optimize clinical reimbursement and implements new policies and procedures as needed. Educates care teams and staff on the relationship between operations and reimbursement and ensures the Department and hospitals are compensated for all services provided.
  • Prepares financial reports and analyses upon request.
  • Oversees the Department’s finance staff and ensures all routine and ad hoc financial tasks are completed in a high-quality and timely manner.

Human Resources

  • Develops directors, managers, and staff under the Executive Director’s oversight and ensures that the management team functions in a manner consistent with the values of the hospitals and MGB.
  • Instills, maintains, and enhances in employees the vision, mission, and values of the hospital and MGB. Heightens employee morale, maintains open lines of communication, and ensures fair and equitable treatment and annual performance evaluations of all staff under the Executive Director’s oversight.
  • Implements policies and programs designed to attract and retain employees that continue to perform at high levels.
  • Defines qualifications, responsibilities, and functions of positions; collaborates with management team and Talent Acquisitions and Human Resource teams to grade and post new positions.
  • Ensures adequate staffing levels for the Department.
  • Advances the commitment to diversity, equity, and inclusion in the development of individuals and teams.
  • Selects, trains, directs, and evaluates the performance of, and when necessary, disciplines and discharges direct report personnel. Assists management team and collaborates with Human Resources on employee relations problems as necessary.
  • Responsible for ensuring staff is aware of hospital and MGB strategic goals and objectives and how these directly effect the goals and objectives for their respective areas.
  • Directly oversee 7 directors and managers and support their oversight of 60+ administrative staff. Indirectly oversee staff of joint programs like HAEMR and HHI as necessary.

Research

  • Collaborates with the Research Director, VP, Chair, Deputy Chair, and division chiefs to maintain and grow the Department’s research portfolio.
  • Develops and ensures routine reporting on research activities and ensures adequate funding for the research administration infrastructure.
  • Collaborates with hospital and MGB research leaders and staff to ensure compliance with all institutional, federal, and other sponsor policies, requirements, and expectations.

Education

  • Works with the HAEMR Program Director, Fellowship Directors, Administrative Director of STRATUS, hospital and MGB education leadership to develop and maintain high quality clinical training programs.

Performs other duties as appropriate or assigned. Displays a high degree of autonomy and initiative to advance the mission of the hospitals and MGB.


Qualifications

  • Graduate degree in business administration, healthcare administration, or public health (or comparable discipline) required.
  • Minimum of 5 post-graduate years of directly-related, progressively responsible experience required, including supervisory experience.

  • Analytical ability necessary to resolve complex problems requiring the application of scientific, mathematical, clinical and management principals, theories and concepts and experience-based knowledge.
  • Ability to develop short and long -range plans and solve complex, multi-dimensional problems.
  • A high level of leadership skills necessary to advance and coordinate the achievement of departmental and organizational objectives through the efforts of others.
  • A high level of interpersonal and communication skills in order to represent the Department and negotiate and persuade others on issues and programs the impact the Department, manage staff, or perform other duties requiring a comparable level of communication skills.
  • Entrepreneurial skills necessary to advance the services provided in the Department.
  • Ability to simultaneously support the needs of the Department while understanding how the Department fits within the broader context of the hospitals and MGB; ability to see oneself as the leader of the Department and a leader of the hospitals and MGB.
  • High degree of confidentiality and ability to manage sensitive issues related to personnel and finances.
  • Outstanding organizational skills are necessary to manage many competing timetables and responsibilities. Ability to delegate, effectively supervise, and plan for the timely and successful completion of short- and long-term objectives.
  • Excellent verbal and written communication skills to communicate effectively with a large and diverse constituency, including senior hospital administrative staff, Department faculty and support staff, representatives of other hospital an MGB teams offices, collaborating institutional officials, and outside agencies, representatives, and vendors.
  • Ability to work independently and to accept responsibility for complex and sensitive decision-making as it relates to the overall performance of the Department.
