JOB SUMMARY

This position is responsible for providing employee relations services to employees of the Louisville Water Company, including labor relations services to members of AFSCME Local 1683. The employee relations manager position ensures consistent, fair, and equitable treatment of all employees in accordance with policies and procedures. It promotes a positive labor-management relationship with AFSCME Local 1683 while balancing the duties associated with negotiating and administering the Collective Bargaining Agreement (CBA). The position also provides guidance and direction to managers on employee relations matters and manages the Employee Assistance Program (EAP).

ESSENTIAL JOB FUNCTIONS

Provide employee relations services through (but not limited to) the following:

  • Ensure consistent application of policies and procedures (i.e., Employee Code of Conduct, Sexual Harassment, and Harassment) for all employees.
  • Conduct investigations regarding employee issues, concerns, or transgressions; develop appropriate conclusion and administer discipline, if applicable, in accordance with the Employee Code of Conduct and Performance Policy.
  • Mediate employee relations issues to resolve conflict in the workplace. Effectively listen to management and employee perspectives, be alert for possible root causes and lead in the development of solutions that promote a positive working relationship.
  • Develop, update, administer and communicate the Employee Code of Conduct and Performance Policy, Sexual Harassment, Harassment and Drug and Alcohol policies.
  • Manage the Employee Assistance Program (EAP) contract to provide free counseling service to employees and their families to deal with issues that otherwise would affect employee productivity, attendance, and work performance.

Provide highly effective labor relations services through (but not limited to) the following:

  • Administer the Collective Bargaining Agreement (CBA) with Local 1683 and ensure fair and equitable treatment of union employees in accordance with its contract rules.
  • Maintain and enhance the partnership with Local 1683 by building effective relationships with Local 1683 leadership and union employees. Create a respectful atmosphere where the interests of both sides are shared in an open and honest setting and where collaborative solutions can be formed.
  • Assist in the development and implementation of pilot programs, draft the proposed agreement, and monitor results.
  • Provide contract interpretation of the Collective Bargaining Agreement (CBA) between the Company and AFSCME Local 1683 to managers and others in the company upon request.
  • Respond to Grievances by objectively reviewing the facts related to the issue and uphold or deny the grievant’s request in accordance with applicable CBA rules. Assist in preparation for grievance responses and act as lead advisor during Arbitration hearings.
  • Participate in the negotiations of the Collective Bargaining Agreement (CBA) in part by:

Lead pre-negotiation teams to identify issues prior to negotiations and prepare data based on the interests of both parties.

Survey other companies and utilities to collect benchmark data.

Assist in developing equitable wages, benefits, and work rules.

Lead the transition team specific to newly negotiated CBA terms and conditions.

  • Conduct fact-findings as needed, in accordance with the Collective Bargaining Agreement (CBA), to develop conclusion to issues and/or concerns related to employee behavior. Administer discipline when appropriate, in accordance with the Employee Code of Conduct and Performance Policy.
  • Participate in all essential labor management teams, i.e., Contract Steering Committee, Union Staffing, etc.

· Provide guidance and consultation to managers concerning labor-management and employee relations issues.

· Assist with compiling documents and developing responses to requests for information from EEOC investigations/inquiries, Interrogatories, Open Records, and other legal requests.

· Represent Louisville Water on labor-management committees and associated labor-management councils, and at local and/or national conferences/seminars.

· Respond to unemployment insurance claims; file unemployment appeals (as needed); and represent Louisville Water at unemployment hearings.

· Assist in the presentation, development and conduct company-wide training on significant topics affecting employee relations, such as the Drug and Alcohol Policy, Employee Code of Conduct and Performance Policy.

· Assist in the presentation of labor relations and employee relations topics during New Hire Orientation and during Management training related to these topics.

· Maintain up-to-date knowledge of personnel, labor, and employment laws on a local, state, and federal level; keep well appraised of current CBA with AFCSME Local 1683.

· Responsible for meeting process goals, developing and maintaining SOPs and productivity measurement systems, and developing and implementing process improvements that meet Louisville Water Company strategic objectives and provide high level of customer satisfaction for internal and external customer needs.

· Engage in continuous professional career development initiatives in the areas of employee and labor relations.

· Perform other duties as assigned.

MINIMUM QUALIFICATIONS

Bachelor’s degree in Human Resources Management, Business Administration, Business Management, or a closely related field; and

Seven (7) years’ experiences in Labor Relations with comprehensive knowledge of union compensation, benefits, compliance, recruitment, and negotiating; and

Three (3) years of supervisory or management experience; and

Valid driver’s license.
