Position Overview:

The Program Manager oversees all aspects of the Diversion & Deflection programs within VOA’s Community Justice service line. These programs include multiple Community Liaison and Law Enforcement Assisted Diversion contracts spanning different counties. These service delivery models are evolving and are co-created and overseen in partnership with Law Enforcement agencies to provide critical response capacity, as well as community outreach, education, and case management to its citizens in the areas of Substance Use Disorder, Mental Health, Crisis Intervention, and available Social Resources. The Manager is responsible for overseeing staff, coordinating service delivery, and maintaining strong collaborative partnerships with Law Enforcement agencies, District Attorney Office, and other service providers such as OPTIONS program, Maine Pretrial and Restorative Justice Project. The manager is a thought leader and works in partnership with the Director and other Community Justice Service Managers and partners to conduct community outreach and education around Community Justice Diversion, SUD, Mental Health, Crisis Intervention and understanding of available social services.

Essential Job Functions:

1. Oversee and assess referrals into LEAD and CLO programs, to determine most appropriate fit and assign follow up by either VOA staff or alternative provider (OPTIONS liaisons, RJP, Maine Pre-Trial Services, etc.). Make referrals to VOAs post-release services as appropriate.

2. Coordinate with Waldo and Knox Jails, Booking and the MCRRC to assess referrals to the LEAD program or VOA’s Project Restoration (Post-release Service) as appropriate.

3. Works closely with the Director and Grant Administrator to ensure all programs meet organization policies and procedures, funder/contractual obligations, and regulatory requirements.

4. Hire, oversee and develop community liaison officers and LEAD Team members and coordinate service delivery

5. Establish strong relationships with Maine Pre-Trial, the District Attorney’s office, local law enforcement agencies, and community providers, to advocate and implement systems change to better serve community members who may encounter the criminal justice system.

6. Stays abreast of latest trends in deflection & diversion practices and recommends program improvements.

7. Work closely with database provider to ensure that system meets the needs of program and manage the system to ensure data integrity. Provide statistical and demographic reports as needed and requested.

8. Ensure provision of gender responsive client services according to the case plan, including services such as drug and alcohol counseling/referrals and workshops, drug screening and monitoring, job development, and referral to community resources, and document those activities in each client’s case file.

9. Model appropriate behavior and maintain appropriate boundaries.

10. Maintains positive working relationships both internal and external. Represent the agency in collaborating with other community-based agencies to expand service networks.

11. Provide case management services for Law Enforcement Assisted Diversion (LEAD) Program Referrals from Regional (Waldo and Knox County) Law enforcement agencies Serve as LEAD case manager:

a. Complete client assessments, identify significant supports needed, and develop a comprehensive, non-redundant case plan that addresses criminogenic risk factors and reflects contributions from multiple service providers, and modify the plan as client circumstances, policy mandates and needs dictate. Provide intervention, referral, advocacy, and facilitation services, in partnership with the members of law enforcement, through referrals and direct contacts with individuals known to have drug or alcohol addiction, mental illness, or conflict issues.

b. Assist individuals with presumed substance use disorder to divert into community-based treatment and support services prior to incarceration. Facilitate pathways to evidenced based treatment and support services.

c. Instruct clients in basic financial skills, including budgeting, savings, fiscal responsibility, and mechanisms to develop and build credit. Assist clients in dealing with their total health concerns and teaching about the effective utilization or established health agencies and providing appropriate referrals for release.

d. Manage client caseload assigned according to the program contract. Coordinate the management of existing services and follow–up with case plans. Maintain statistics and records of client contacts in software systems.

12. Other duties as assigned.

Education, Experience, and Qualifications:

A four-year college degree in a social or behavioral science program from an accredited college or university and,

Minimum of 2 years professional managerial experience with an ability to plan, organize, direct, train, motivate, involve, and coach staff.

A minimum of two years' experience working in a correctional or related field, and

Experience in individual case planning and management, resource development, and group facilitation.

Knowledge of and commitment to the diversion philosophy.

Knowledge of Restorative Justice practices

Strong skills and abilities in relationship building, resource development and public relations.

Ability to work flexible hours including some evenings and weekends.

Excellent written and oral communication skills.

A valid state of Maine driver's license, a safe driving record and a reliable vehicle is required.

Passing a background check is required.

Strong computer skills, proficiency in Microsoft Word, Excel, Outlook.
