To lead, oversee, and participate in the work of maintenance crews responsible for Utility services in water and wastewater distribution and collection systems and to perform a variety of technical tasks relative to assigned areas of responsibility. The Chief Operator assumes operator in responsible charge responsibility in the absence of the Superintendent for operations staff assignments

Essential Job Duties

The following duties are normal for this position. However, they are not to be construed as exclusive or all–inclusive. To perform this job successfully, an individual must be able to perform each duty satisfactorily. Other duties may also be required or assigned.


  • Lead, train, and review the work of staff responsible for providing maintenance and repair services relating to water and wastewater systems and direct the work of assigned crew.
  • Participate in and review the work of assigned employees for accuracy, proper work methods, techniques, and compliance with applicable standards and specifications.
  • Inspect the work of contractors; ensure compliance with specifications; recommendation of modifications, as appropriate.
  • Ensure the adherence to safe work practices' and procedures.
  • Lead and participate in the use and operation of equipment needed for maintaining water and wastewater systems.
  • Train assigned employees in maintenance and repair methods and techniques related to assigned areas of work.
  • Maintain operation records and file reports as needed.
  • Estimate time, materials, and equipment required for jobs assigned and requisition materials as required.
  • Maintain water and wastewater collection and distribution systems, lay pipe, repair and replace water and sewer lines, repair leaks.
  • Conduct inspections of storm drains using the storm drain inspection camera, evaluate maintenance and repair needs, allocate appropriate material and staff.
  • Maintain wastewater pumping stations.
  • Oversee the maintenance of water meters and ensure that meters are repaired and replaced.
  • Set fire hydrants and perform water and sewer taps.
Fiscal Responsibilities
Incumbent has authority to make minor purchases within limits set by department or City policy.

City Organization Duties and Responsibilities:
  • Represent the Department and City to other City staff and members of the public.
  • Provide quality customer service to individuals needing assistance.

Supervisory Relationships:
Works under the scope of general policies, procedures and objectives and is carried out in accordance with standard practices, instructions or previous training. Responsible for supervision employees.

JOB QUALIFICATIONS – KNOWLEDGE, SKILLS AND ABILITIES

Knowledge of:
  • Methods and techniques of general construction, maintenance and repair related to water and wastewater distribution and collection systems.
  • Basic practices, methods, and equipment used in distribution and collection systems.
  • Occupational hazards and standard safety practices.
  • Use of hazardous chemicals, herbicides and fertilizers.
  • Excellent public contact and customer service skills.
  • Traffic laws and ordinances.
Skill in:
  • Operating equipment and tools used in the maintenance and repair of water and wastewater systems.
  • Operating and maintaining all assigned vehicles or equipment.
  • Performing a variety of semi-skilled maintenance.
  • Reading and interpret policy and procedure manuals.
  • Communicating clearly and concisely primarily in verbal form.
Ability to:
  • Perform and supervise a variety of skilled and semi-skilled maintenance, construction and repair work in the area of work assigned.
  • Train, motivate and evaluate employees assigned to supervise.
  • Operate a variety of vehicular and stationary mechanical equipment in a safe and effective manner.
  • Perform a variety of manual tasks for extended periods of time and in unfavorable weather conditions.
  • Establish and maintain effective working relationships with those contacted in the course of work.
  • Communicate clearly and concisely, both orally and in writing.
  • Understand and follow oral and written instructions.
  • Ability to recognize occupational hazards in work activities and take safety precautions.
  • Performing heavy manual labor.
  • Work the allocated hours of the position.

Work Environment:
Involves travel from site to site, working in a field environment including frequent exposure to wet or humid conditions, fumes or airborne particles, toxic or caustic chemicals and outdoor weather conditions.

Physical and Mental Requirements/Activities:
  • This work requires the frequent exertion of up to 100 pounds of lifting/moving or force and occasional lift, move or drag 75-100 pounds or more while performing essential functions of the job.
  • Work regularly requires the ability to stand, walk, sit; use hands to finger, handle or feel; reach with hands and arms; balance, stoop, kneel crouch or crawl; and speak and hear.
  • Specific vision abilities required by this job include close, distance and peripheral vision; depth perception; and the ability to adjust focus.
  • Acceptable verbal and conversation skills to effectively communicate with others in English.
  • Ability to understand and follow oral and written instructions.
  • Ability to read and write English and interpret documents such as safety rules, material safety data sheets, operation and maintenance instructions, procedure manuals, and so forth.
  • Maintain mental capacity which allows the capability of making sound decisions and following directions.

Minimum Qualifications

Minimum Education and Certification: Equivalent to completion of High School or GED.

Minimum Experience: Three (3) years of increasingly responsible experience in performing Class 3 distribution and collection maintenance work.

Certifications Required: Must maintain a valid, CDL license and ability to obtain and maintain a Class 3 Water Distribution or Class 3 Water Distribution license (depending upon assignment) within one year of hire during employment.
