Job Summary

The System Operations Center (SOC) is accountable for the restoration of electric outages for VI WAPA. This position is based in the SOC and is responsible for the monitoring of the overall electric system performance while leveraging the aid of the SCADA, AMI, GIS, OMS, IVR and AVL systems that are in place. The Dispatch Center Technician will coordinate the outage restoration process with the T&D Field staff. The employee will be coordinating outage restoration events while communicating to field crews over the private radio system, cellular and through future mobile outage systems. Coordination will also be required between the VI WAPA IT staff for ongoing maintenance of the various automation software programs – SCADA, AMI, OMS, etc. for the ongoing maintenance and releases. The Dispatch Center Technician will also perform as one of the “super-users” with expertise on how to navigate and run special reports of the various automation systems.

Because the Authority has a responsibility to serve the public 24 hours per day, an employee in this class is expected to work overtime as conditions demand, and may be called in on short notice during power outages and other emergencies. As some shifts in the evening, late night and weekends, the Dispatch Center Technician may be the single employee present in the SOC. When the Dispatch Center Technician is working outside of the normal business hours, they will be assigned responsibility to supervise the shift as they may be the single employee assigned to the shift or will have shift responsibility to supervise the SOC Operator. Essential Duties & Responsibilities

  • Performs all duties of SOC Operator II.
  • Supervises operations of the VI WAPA electric system with core responsibilities to coordinate system restoration as electric outages occur in the absence of SOC Supervisor.
  • Monitors actively, outage alarms from SCADA, DMS, EMS AMI, IVR, OMS and Street Light Control systems to proactively address system alarms, monitor for outage alerts from the various systems and then take action to dispatch appropriate personnel.
  • Monitors the electric system for outage or service degradation.
  • Performs various higher-level user functions and generates reports on the SCADA, AMI, MDM, OMS, AVL and Street Light Control systems.
  • Performs advanced SCADA operations routinely as required.
  • Dispatches meter service orders using manual (radio and paper service orders) and automated (Automated Mobile Workforce Management Systems) means.
  • Records accurate outage information in the OMS.
  • Receives information requests from customer service and dispatch appropriate service orders to fulfill those requests.
  • Generates trouble calls and appropriate work requests to dispatch to field personnel.
  • Provides updates to customer service and respond to inquiries in the event of an outage.
  • Dispatches field personnel over private mobile radio system.
  • Acts as the Subject Matter Expert (SME) for IVR, OMS, and AMI applications in the operations center.
  • Acts in the capacity of Operator – SOC in the event of absent staff or high work load.
  • Coordinates software patches and application updates for IVR and OMS systems with IT and other operational areas to minimize the impact of these tasks.

Required Knowledge, Skills & Abilities

  • Thorough knowledge of the operation of computer, radio and telephone equipment in the operations center.
  • General knowledge of electric system configuration and feeder routes.
  • Must understand basic electric theory and principle.
  • Knowledge of Authority’s electric system configuration and feeder routes.
  • Knowledge of modern training and safety practices.
  • Knowledge of occupational hazards and safety.
  • Good verbal and written communication skills.
  • Excellent customer service skills and ability to multi-task.

Education & Experience
Graduation from an accredited institution with an Associate of Science degree in a technical, engineering (electrical preferred) or computer related field.

Job Type: Full-time

Pay: $51,148.00 per year
