TITLE: DIRECTOR OF SPECIAL SERVICES DRAFT

QUALIFICATIONS:

  • Must possess a Master’s Degree from an accredited college or university.
  • Must possess Arizona School Psychologist Certificate or Administrative Certificate.
  • Must have experience in Special Education.
  • Must possess a valid Arizona Driver’s License.
  • Must possess a valid Arizona IVP fingerprint clearance card.
  • Any combination of training and experience that could likely provide the required knowledge, skills and abilities.

JOB GOALS:

The Director of Special Services is responsible for directing the Special Education and gifted programs for Payson Unified School District #10 in a legally compliant and efficient manner.


PERFORMANCE RESPONSIBILITIES:

The following tasks are essential for this position. This list is not inclusive of all responsibilities. Individuals may not perform all of these tasks, or may perform similar related tasks not listed.

  • Complies with HIPAA and FERPA related confidentiality requirements.
  • Develops positive relations with students, parents, school staff and the public.
  • Coordinates the Special Education and gifted programs for the District (PreK-12).
  • Arranges for all necessary Special Education and related services.
  • Coordinates the evaluation, placement and review conferences for special needs students.
  • Coordinates all homebound instructional programs.
  • Coordinates gifted student identification and maintains District Gifted Scope and Sequence educational requirements.
  • Ensures timely compliance with Individuals with Disabilities Education Act (IDEA) and all other legal requirements.
  • Recommends for hire, supervise, and evaluate assigned Special Services personnel.
  • Provides appropriate training experiences for district personnel.
  • Confers with parents and/or agencies regarding special needs programs for their children.
  • Writes and administers special needs related grants and other proposals.
  • Develops and monitors all Federal and State required documents and reports.
  • Remains current on all related legal issues.
  • Serves as liaison between District and related outside agencies.
  • Performs additional duties as assigned by the Superintendent.

MINIMUM KNOWLEDGE, SKILL AND ABILITY:

Knowledge of:

  • District policies, operations and organization.
  • Interpersonal skills including tact, courtesy and diplomacy.
  • Communication (telephone, email, etc.) etiquette.
  • Office practices, procedures and equipment including computers and related software.
  • Leadership and organizational theories and practices.
  • Federal and state laws, rules and regulations governing Special Education.
  • Open meeting law requirements.
  • Budget preparation and management.
  • Site-based management.
  • Supervision and evaluation of certified and support staff.
  • Implementing organizational theories.
  • Developing, implementing and monitoring curriculum guidelines.
  • Developing, implementing and evaluating Special Education related school programs.
  • Crisis management procedures.

Skill and Ability to:

  • Work cooperatively with others.
  • Establish work priorities to meet schedules and timelines.
  • Engage and encourage communication skills while interacting with supervisors, staff, students, etc. to exchange information.
  • Analyze and problem solve.
  • Provide effective professional leadership.

  • Forecast trends, plan and implement goals.
  • Develop and manage departmental budgets.
  • Relate positively to students, staff and the public.

REPORTS TO: Superintendent


EVALUATION:
Performance of this job will be evaluated annually by the Superintendent in accordance with the provisions of Governing Board policy for evaluation of administrative personnel.


TERMS OF

EMPLOYMENT: 12 Months


SALARY:
Salary for the position is set according to the Administrative Salary Schedule determined by the Governing Board.
