Director, Homeless Services

Position Summary: Responsible for overall management and coordination of homeless services operations for Grassroots. Including Homeless Shelter, Day Resource Center (DRC), Emergency Motel Program, Family Stability Program, and Cold Weather Shelter. The Director will work closely with team members to ensure high quality services are provided, in a holistic way, for homeless individuals and families in Howard County. The Director will ensure the services are delivered in a way that supports the mission and works closely with the operations of the Behavioral Health Crisis Center, also operated by Grassroots. The Director must maintain a Housing First focus on all homeless services program areas to ensure those in need of housing are moving beyond shelter to permanent homes. We are looking for a dynamic flexible individual to join a passionate dedicated team.

Primary Responsibilities:

·Program development, implementation and management of homeless services, to include: 24-hr coverage, adherence to policies and procedures, quality control of homeless services, program evaluation, maintaining a positive and accountable environment in which to work.

·Program development and management of the Emergency Homeless Shelter, Day Resource Center (DRC), Emergency Motel Program, Family Stability Program, and Cold Weather Shelter program.

·Coordinates and supervises Code Blue management in cooperation with Crisis Line Program Manager.

·Personnel management to include: hiring, training, supervision, and adherence to all personnel policies and procedures regarding disciplinary action, leave, attendance and all matters relating to personnel management.

·Provide direct support and guidance to Assistant Director, and Program Managers to ensure all homeless operations work together in an efficient and seamless way.

·Coordinate with Crisis Line Program Manager to ensure coordination of referrals processes and screening for shelter services.

·Administrative duties: Prepares monthly and quarterly reports, participates in the leadership team for the agency, ensures accurate documentation of homeless services, participates in grant writing and reporting, adheres to all agency required documentation for leave time, absences, travel, etc., and keeps the Executive Director informed of program needs, emergency situations, and unusual incidents in a timely manner.

·Ensure client records are complete and updated at all times.

·Reviews Housing Assessments and Referrals in the HMIS system. Responsible for quality assurance of HMIS system information regarding input of Housing Assessments, Referrals, Emergency Shelter, Emergency Motel Program, Day Resource Center, Cold Weather Shelter and Code Blue documentation.

·Participation on community boards and task forces as requested, collaborates effectively with community partners, funders and makes presentations to community groups.

·Serves as point of contact and actively participates in homeless initiatives, including those related to the Howard County’s Path Home and Coordinated Entry for Homeless Services (CSHS).

·Participates in Coordinated Entry Committee and coordinate outreach meetings.

·Work closely with the Street Outreach team to coordinate services for individuals experiencing homelessness in Howard County.

·Work as the HMIS agency administrator.

·Participate in Grievance Panel Meetings.

·Manage performance improvement processes for programs/operations that are directly supervised including preparation of annual Performance Improvement Plans and Performance Analyses.

·Other duties as assigned.

Secondary Responsibilities:

·Serves as back-up for the Executive Director or other Program Directors as requested.

·Participates in board activities as requested such as strategic planning and annual meetings.

·Collaborates with the Executive Director, other Program Directors and Program Managers on planning and implementation of agency-wide training.

·Participates fully management meetings.

·Other duties as assigned

Agency-wide Responsibilities:

  • Participates in supervision, in-service training, and staff meetings
  • Maintains good working relationships with co-workers and positively contributes to group morale
  • Completes all administrative duties including time sheets, leave requests, etc.
  • Participates in special task forces, committees, or special projects as needed
  • Uses appropriate channels of communication to resolve conflicts with other staff
  • Interacts with staff, clients, and visitors in a professional and courteous manner

Education and Experience:

·Master’s degree in human services related degree required.

·Five years of relevant experience in homeless programs, residential services, or other related experience.

·5 years of supervisory/management experience in a relevant setting.

·Possession of a valid driver’s license required

·Knowledge of national and local homelessness issues a plus

Skills and Abilities:

·Excellent oral and written communication skills

·Presentation/training skills including small and large group presentations and trainings

·Ability to function successfully in an environment requiring immediate response to urgent situations

·Knowledge of and familiarity with local and statewide community resources

·Analytical and problem-solving skills

·Computer skills with various software and the internet required

Work Conditions:

·Evening, overnight and weekend availability for phone consultation or occasional in-person back up

·Hours are flexible to meet program needs

·Local travel required for meetings

·Use of personal vehicle for work related activities (reimbursable mileage).

Job Type: Full-time

Pay: $70,000.00 - $85,000.00 per year
