Job Description


New York City Health and Hospitals (H+H) is the largest safety net health care system in the country and serves 1.3 million New Yorkers, nearly 400,000 of which are uninsured. The system provides medical and mental health services through its 11 acute care hospitals, four skilled nursing facilities, six large diagnostic and treatment centers, and more than 80 community-based clinics.

About HERRC:

NYC Health and Hospitals has been tasked to operationalize and manage several Humanitarian Emergency Response and Relief Centers (HERRCs). These facilities offer a holistic range of services including but not limited to direct service provisions, resource navigation, and temporary respite for single adults, adult families, and families with children seeking asylum in the United States.

Summary of Duties and Responsibillities:

The Deputy Program Director will be responsible for:

  • Providing overall program management activities including:
    • Supporting the Program Director, HERRC to ensure the successful implementation and ongoing management of the H+H HERRC program
    • Providing program-wide strategic oversight under the guidance of the Senior Program Director
    • Ensuring smooth daily operations at all sites through management of program staff
  • Coordinating all critical escalations in a timely manner
  • Providing strategic direction in management of the program budget and any/all changes to program services and/or workflows
  • Providing supervision and support for 24/7 operations as required
  • Proactively anticipating issues and developing contingency plans and solutions
  • Other related duties, as assigned

Minimum Qualifications


Educational and/or experience requirements will vary requiring diverse kinds and levels depending on the content, complexity and variety of project. Compensation levels will correspond to the requirements developed for the designated project.
In no event will the acceptable minimum be below:
1. A Baccalaureate Degree from an accredited college or university in a specialization discipline consistent with project content; and,
2. Four years of substitutable and relevant health care experience related to the objectives of the project; or,
3. A satisfactory equivalent combination of experience, training and education.

Department Preferences

  • Experience managing a large team strongly preferred
  • Experience managing multiple external contractors/vendors strongly preferred
  • Experience managing a complex operation, particularly a 24/7 operation strongly preferred
  • Experience with community engagement and/or familiarity with local community service providers/non-profits strongly preferred
  • Experience and/or familiarity with legal service provision for immigrants and/or asylum seekers strongly preferred
  • Fluency in languages other than English, particularly Spanish strongly preferred
  • Ability to develop and maintain cooperative and effective working relationships with a variety of individuals, groups, and organizations.
  • Excellent written and verbal communication and presentation skills, including ability to tailor technical material to a variety of audiences (e.g., administrative and technical leaders; front-line staff).
  • Ability to maintain a high-level of accuracy, transparency and accountability in all work products.
  • Experience with, or knowledge of, trauma-informed service delivery strongly preferred
  • Keen attention to detail, flexibility and an enthusiastic work ethic
