SUMMARY

Responsible for skilled professional work coordinating implementation and administration of the Emergency Management Agency’s plans and programs to include: coordinating activities and serves as a liaison with other county, State, Federal, and community agencies, management and supervision of the Training and Exercise Program. Responsible for planning and coordination of key operational emergency management documents, including writing, developing, and maintaining plans, policies, and procedures, to ensure the efficient operation of the Emergency Management Agency and Emergency Operations Center.

In the event of a natural or man-made disaster that may threaten the area, the employee will be required to perform emergency duties as directed.

This position requires public interaction or regular appearances before the Board of County Commissioners and therefore does not permit a claim for protection of your place of work if you will be claiming an exemption from Public Records under Chapter 119, Florida Statutes.

ESSENTIAL DUTIES AND RESPONSIBILITIES / KNOWLEDGE, SKILLS AMD ABILITIES

Develops and is assigned specific emergency management projects.

Conducts necessary research for each project; collecting, analyzing, and interpreting data for use in developing recommendations for project implementation.

Performs needs assessments, surveys, and coordinates partner agencies to gather pertinent information as needed.

Develops plans, procedures, schedules, training, and exercises to test and improve all subject areas assigned to position.

Implements agency strategic plan at the direction of the Director.

Coordinates assigned emergency support functional areas and branches within the Emergency Operations Center, ensuring readiness of plans and staff.

Meets with municipal, county, State, Federal officials, community interest groups and other involved parties to for emergency management projects, as needed.

Develops requirements and ensures the effectiveness of training and exercise programs, addressing complex functional, training, and exercise issues relating to emergency management, continuity of operations, or continuity of government.


Develops and maintains the Comprehensive Emergency Management Plan, integrating requirements of and ensuring consistency with federal and state statutory and regulatory requirements and planning considerations.

Ensures that personnel performance is within departmental requirements and conforms to standard operating procedures; conducts performance evaluations and may recommend disciplinary action.


Maintains necessary documentation to complete and/or continue standards as possessed by the Emergency Management Accreditation Program (EMAP).

Performs work related to this job description as required.

KNOWLEDGE, SKILLS AND ABILITIES:

Comprehensive knowledge of emergency response and recovery operations to include Incident Command System (ICS) and the National Incident Management System (NIMS).

Comprehensive knowledge of federal, state and local emergency response and recovery plans.

Comprehensive knowledge of recovery guidance and practices for declared and non-declared disasters.

Comprehensive knowledge of natural and human-made hazards as applied to emergency planning.

Knowledge of the traditional organization and operations of local and state government agencies.

Knowledge of the laws and regulations relating to the practice of emergency management and planning. Knowledge of state and/or Federal emergency grants and budgetary management.

Skill in the operation of motor vehicles.

Ability to effectively supervise and coordinate the activities of subordinate employees.

Ability to carry out complex emergency planning studies and to spearhead the preparation and maintenance of emergency plans and working plans.

Ability to analyze information and to formulate substantive policy recommendations based upon such studies.

Ability to conduct hazards identification, risk assessments, and consequence analyses.

Ability to express ideas and findings clearly and concisely, utilizing oral, written, and graphic techniques.

Ability to train emergency management personnel, stakeholders, and other staff on emergency management practices, procedures, and plans.

Ability to establish and maintain effective working relationships with supervisors, other employees, outside agencies, and the general public.

Ability to speak foreign languages a plus.

EDUCATION AND EXPERIENCE

Must possess a Bachelor’s Degree in Emergency Management, Business Administration, Public Administration or closely related field and four (4) years’ experience in emergency management.


Possession of seven (7) years or more experience in emergency management preferred.

Additional qualifying education and/or experience which provide the necessary knowledge, skills and abilities may be substituted one for the other on a year for year basis.

CERTIFICATES, LICENSES, REGISTRATIONS:
Must possess a valid Florida Driver’s License

National Incident Management System courses required by the Department of Homeland Security for Emergency Management personnel (IS-100, 200, 700, 800; G(L)-300, 400 required)

Emergency Management Institute Professional Development Series and Advanced Professional Development Series for Emergency Management personnel, or comparable courses and certifications.

Florida Emergency Preparedness Association’s Florida Professional Emergency Manager designation required within one year of employment.
