Job Description

The appointment is made by the Auditor and is filed as a public record. “A deputy may perform any act which his or her principle is authorized to perform. The officer appointing deputy or other employee shall be responsible for the acts of his or her appointees upon his or her official bond and may revoke each appointment at pleasure” (R.C.W. 36.16.070). This position also acts as an agent for the State of Washington, Department of Licensing, performing many duties involving the implementation and enforcement of Washington State laws and other regulations as they relate to the registration, licensing and the title transactions on vehicles and vessels, with authority to notarize signatures on all State Department of Licensing forms. Employees are cross-trained between Licensing and Recording. They may be permanently assigned to one position or rotated as needed by the Supervisor.
This position requires applicants to pass a test – NCRC Work Keys – no later than 11/30/2022 .

  • Clerical Exam:

Applicant must pass Level 4 (Silver Level) or higher of each of the three (3) ACT/Work Keys – National Career Readiness Test (NCRC) or current employees of Cowlitz County must have passed the Cowlitz County Clerical Exam. Cowlitz County has partnered with Lower Columbia College (LCC) in Longview, WA, to facilitate the testing process. Test scores are good for 5 years Test Cost is $78.50. LCC Testing is available 10:00 am to 5:00 pm, Monday through Thursday and closed on LCC observed holidays. Testing is available by appointment only. Applicants must take the NCRC tests no later than 3 business days after the job announcement closes.

Job Duties

  • Operate personal computers and related equipment. Transmits and retrieves computerized information.
  • Assists the public with problems, transactions and inquiries at the counter, by telephone and by mail, using as required the Vehicle Title and Registration Control Operating Manual, and such other manuals, statutes, schedules, rules and regulations as might be required.
  • Accurately collects fees. Promptly makes change for incoming monies. Balances cash to work and state computer (licensing). Prepares bank deposit daily.
  • Responsible for inventory of all tabs, plates, tonnages, manual registrations, decals and permit used.
  • Receives documents from the public and title companies for recording and filing. All documents are indexed in general file.
  • Keys Recording information from documents in computer system for the purpose of generating the Direct and Indirect Indexes.
  • Edits the fee book generated daily by checking the documents with the computer printed indexes for accuracy.
  • Files and indexes documents alphabetically, chronologically and/or geographically.
  • Provides detailed, technical assistance to the public businesses, and agencies, which requires knowledge of the historical and current method(s) of filing and indexing each document.
  • Maintains Internal Revenue Service Federal Tax Lien index, which includes cross referencing refiling and releases to the original tax lien recorded.
  • Processes Torrens by performing title search, receiving the original owner’s certificate, checking that all taxes have been paid, typing duplicate owner’s certificates and receipts and files papers in the Torrens file.
  • Issues, processes, and indexes marriage applications, licenses and certificates.
  • Performs other duties such as sending monthly information to the state; answering telephone inquiries, maintaining a correspondence file; recording miscellaneous fees for other services.
  • Performs other duties as assigned.

Qualifications

Minimum Qualifications:
Deputy Auditor I:
1. Must pass Level 4 (Silver Level) of each of the 3 ACT/Work Keys – National Career Readiness Tests (NCRC) through Lower Columbia College (LCC) or provide a passing NCRC Certificate or current employees of Cowlitz County must have passed the Cowlitz County Clerical Exam.
2. Must have High School diploma or equivalent.
3. Must have the ability to work independently.
4. Must have general knowledge of office procedures and filing.
5. Must be able to use software that is used by the department.
6. Experience in operating office machines such as: typewriter, ten-key adding machine and telephone system.
7. Ability to read and understand statutes, rules, regulations and manuals.
8. Ability to lift up to 40 pounds.
9. Must be bondable.
10. Able to establish and maintain a good working relationship with fellow employees and to maintain a professional attitude with the public.
11. Perform transactions under stressful working conditions.
Deputy Auditor II:
12. Current certification as a DOL Vehicle Licensing Representative (VLR).
