ABOUT THE POSITION

There is one (1) Department Analyst II (DAII) position within the Marin Mental Health Plan’s (MHP) Quality Management (QM). There may be one (1) additional fixed term DAII position vacancy in the next few weeks.

The program is responsible for monitoring the MHP’s effectiveness and for providing support to all areas of MHP operations by conducting performance monitoring activities which include, but are not limited to: utilization management, utilization review, provider appeals, credentialing and monitoring, resolution of beneficiary grievances, and analysis of beneficiary and system outcomes. The QM program’s activities are guided by the relevant sections of federal and state regulations, including Title 42 of the Code of Federal Regulations, California Code of Regulations Title 9, California Welfare and Institutions Code, as well as the MHP’s performance contract with the California Department of Health Care Services (DHCS). The QM program is embedded in the Behavioral Health and Recovery Services Division (BHRS) within the Health and Human Services Department (HHS) of the County of Marin.

The Department Analyst II reports to the QM Unit Supervisor and is responsible for performing analyses of programmatic, fiscal, outcomes and satisfaction data for use in monitoring program performance and compliance with relevant County, State and Federal requirements as well as informing management-level decision making. The position additionally assists programs in developing and refining data collection tools and strategies and provides guidance to entry level administrative staff in data entry and cleaning and assists in report and presentation preparation as needed. Additionally, the DA II assists in analyzing, interpreting, and implementing directives and regulations from State and Federal governing bodies. The DA II is responsible for contributing to the development, implementation, and/or monitoring of Policy and Procedure for the County Mental Health Plan (MHP) system of care.

Health and Human Services has embraced a hybrid work schedule that considers that some duties of this position may be performed remotely. An option to telework up to three days per week and work the remaining days onsite in San Rafael, CA is available; however, the successful candidate must be able to report to County facilities for meetings, work assignments, and/or disaster service work upon short notice, as needed and deemed appropriate. While onboarding and training, the successful candidate may be required to work primarily onsite before establishing a hybrid work schedule.

ABOUT YOU

The ideal candidate possesses knowledge of and experience in analyzing fiscal and program data for the purposes of continuous quality improvement, as well as familiarity with quality improvement methods. The candidate should have proven database creation and management skills, and have a strong background in the analysis and visualization of complex data using targeted applications/languages (e.g., SQL, Drupal, Complex Excel, Tableau, or Power BI). The ideal candidate should possess content knowledge of mental health programs, familiarity with electronic medical records and practice management systems. The successful candidate should be team-oriented, have the ability to make sound, independent decisions while meeting the varying needs and deadlines of the division.

The ideal candidate will have a high degree of organization and ability to manage multiple projects at once. The candidate will have the ability to organize and lead workgroups with stakeholders from different parts of the organization and community. The ideal candidate will demonstrate clear and effective communication skills, both oral and written.

The ideal candidate is familiar with regulations concerning Medi-Cal Managed Care Specialty Mental Health Services (SMHS) and is able to navigate, analyze, and interpret State and Federal directives for the purpose of implementation and/or monitoring and reporting. The candidate would be able to provide technical assistance to stakeholders for new and ongoing initiatives.

Equivalent to graduation from a four year college or university with a major in business or public administration, public policy, political science, social services, health care administration or a field related to the work AND two years of professional level experience performing administrative, legislative, operational and/or policy analysis; program or project design, planning and implementation; research analysis; strategic planning; or closely related work.

Professional level experience performing administrative, analytical, fiscal, legislative, operational, policy, program planning or research work may be substituted for the required education on a year-for-year basis.
