CHEROKEE COUNTY JOB DESCRIPTION

TITLE: CRIME INTELLIGENCE ANALYST

DEPARTMENT: SHERIFF’S OFFICE FLSA:NON-EXEMPT

DIVISION: INTELLIGENCE DIVISION

POSITION SUMMARY:

The purpose of this position is to research, assemble, collate, analyze and interpret raw intelligence gathered from a multitude of sources that provides investigative support for theCherokee Sheriff’s Office (CSO).

ESSENTIAL DUTIES AND RESPONSIBILITIES: Include the following, other duties may be assigned:

Possesses highly technical skills that are used in data aggregation, research and analysis. These technical skills assist in accomplishing duties related to highly sensitive and technical special projects aligned with the Cherokee Sheriff’s Office mission.

Exploits social media platforms to enhance investigations and aid in targeting and identifying criminal organizations and behavior.

Detects and analyzes new and emerging modes of communication and the use of technological systems in which further illegal activity. Specifically, the use of digital means such as cellular devices, mobile applications, the internet, and/or the dark net.

Uses analysis to identify organization hierarchy along with command and control within complex criminal organizations to assist in prioritizing the focus of an investigation.

Uses technological systems to create graphics, such as organizational charts, maps, and presentations, which visually aid investigators, prosecutors, and jurors.

Disseminates intelligence and strategic bulletins to other agencies, patrol officers, and the intelligence community.

Participates in suspect, defendant, and/or informant interviews. Writes extensive intellectual reports on the information gained and shares new or interesting intelligence with law enforcement officials and the intelligence community.

Acts as a liaison to Deputies/Detectives/Investigators/Agents by providing real-time target locations, license plate returns, and other pertinent information. Assists and supports operations in a non-enforcement capacity.

Uses numerous computer software programs (i.e. Microsoft Office, Pen-Link, and i2 AnalystNotebook).

Coordinates crime analysis with other criminal justice agencies, whenever possible including local, regional, state and federal information sharing networks.

Communicates with the CSO personnel and outside law enforcement personnel in order to collect information for conducting crime analyses.

Produces and disseminates detailed presentations to CSO personnel, elected officials, outside law enforcement agencies, and others as needed.

Communicates with supervisor, employees, other departments, the public, and other individuals as needed to coordinate work activities, review status of work, exchange information, or resolve problems; responds to requests for service or assistance.

Prepares or completes various forms, reports, correspondence, time cards, supply lists, or other documents.

Operates a personal computer and other general office equipment as necessary to complete essential functions, to include the use of word processing, spreadsheet, database, graphics, or other system and analysis software.

MINIMUM QUALIFICATIONS:

Criminal Intelligence Analyst 1: Bachelor’s degree in criminal justice, mathematics, computer science, business administration, statistics, behavioral science, G.I.S., or related field from an accredited college or university. One(1) – two (2) years of relevant work experience, preferably in law enforcement, criminal justice; statistics, or other analytical experience; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job. This is the entry/training level of the Intelligence Analysis job series. Incumbents at this level may require additional training or experience to gain full proficiency in all or some of the job responsibilities.

Criminal Intelligence Analyst 2: Bachelor’s degree in criminal justice, mathematics, computer science, business administration, statistics, behavioral science, G.I.S., or related field from an accredited college or university.Three (3) – five (5) years of relevant work experience, preferably in law enforcement, criminal justice; statistics, or other analytical experience; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.Meet or exceed performance standards for a Criminal Intelligence Analyst 1 or the equivalent.

Criminal Intelligence Analyst 3: Bachelor’s degree in criminal justice, mathematics, computer science, business administration, statistics, behavioral science, G.I.S., or related field from an accredited college or university.Three years of experience at the Criminal Intelligence Analyst 2 level or the equivalent. At least five years of experience providing support to criminal or threat response investigations.

In addition to all the qualifications listed above, all applicants must possess and maintain a validGeorgia driver’s license. Applicants must able to meet the minimum hiring standards for theCherokee Sheriff’s Office as a civilian employee, as well as any additional background prerequisites required by internal divisions.

ELIGIBILITY REQUIREMENTS:

Be at least 18 years of age when the employment application is submitted;

Be legally qualified to work in the United States as of the date employment commences;

Possess an Honorable Discharge (if prior military service);

Be able to perform the essential job functions for the position applied for;Successfully pass a written basic skills test;

Successfully pass an oral hiring board interview;

Successfully pass an extensive background investigation which includes a check of school records, credit history, prior employment history, court dockets and drivers history; inquiries into character and reputation through interviews of references and previous work/school associates; and a fingerprint-based criminal records check;

Complete a polygraph examination;

Successfully pass a medical examination, drug screen and psychological evaluation. The medical examination, drug screen and psychological evaluation shall only be administered if a conditional offer of employment is made.

KNOWLEDGE, SKILLS, AND ABILITIES

Specific Knowledge, Skills, or Abilities: Must be skilled in the compilation & analysis of data.Must be able to learn, comprehend, and apply all CSO policies, practices, and procedures necessary to function effectively in the position.

Data Utilization: Requires the ability to review, classify, categorize, prioritize and/or analyze data for the purpose of planning and directing others on a broad scope. Includes exercising discretion in determining data classification, and in referencing such analysis to established standards for the purpose of recognizing actual or probable interactive effects and relationships.Human Interaction: Requires the ability to apply principles of persuasion and/or influence over others in favor of a service to coordinate activities of major projects, programs, or designated area of responsibility.

Equipment, Machinery, Tools, and Materials Utilization: Requires the ability to operate, maneuver and/or control forensic equipment, complex drafting or GIS software, controlling the actions of equipment, machinery, tools, and/or materials used in performing essential functions.Working knowledge of the Cellbrite Physical Analyzer, Pen-Link, and other analysis tools preferred.

Verbal Aptitude: Requires the ability to utilize a wide variety of reference, descriptive, and/or advisory data and information to present information in a coherent, concise, manner, often in front of large groups.

Mathematical Aptitude: Requires the ability to perform addition, subtraction, multiplication and division; ability to calculate and analyze statistics, decimals, percentages, fractions, ratios, proportions, measurements; may include ability to perform mathematical operations with algebraic solutions or deductive geometry; may include ability to compute mean, median, mode, standard deviation, probability, regression, correlation; may include ability to calculate surface areas, rectangular coordinates, volumes, weights, and measures.

Functional Reasoning: Requires the ability to apply principles of rational systems; to interpret instructions furnished in written, oral, diagrammatic, or schedule form; and to exercise independent judgment to adopt or modify methods and standards to meet variations in assigned objectives affecting subordinate workers, crime victims and the general public while working in a fluid environment with guidelines, but significant variations.

Situational Reasoning: Requires the ability to exercise judgment, decisiveness and creativity in situations involving evaluation of information against measurable or verifiable criteria.

PHYSICAL DEMANDS

Physical: Primary functions require sufficient physical ability and mobility to work in an office setting and operate office equipment. Continuous sitting and upward and downward flexion of neck; fine finger dexterity; light to moderate finger pressure to manipulate keyboard, equipment controls, and office equipment; pinch grasp to manipulate writing utensils. Frequent side-to-side turning of neck, walking, standing, bending, stooping, pushing/pulling, and twisting at waist; moderate wrist torque to twist equipment knobs and dials; lifting objects weighing up to 20 lbs. from below waist to above shoulders and transporting distances up to 50 yards. Occasional squatting, kneeling, and reaching above and at shoulder height; moderate grasping to manipulate reference books and manuals; lifting objects weighing 20-35 lbs. from below waist to above shoulders and transporting distances up to 50 feet.; and to verbally communicate to exchange information.

Vision: See in the normal visual range with or without correction; vision sufficient to read computer screens and printed documents and to operate equipment.

Hearing: Hear in the normal audio range with or without correction.
