Overview:
PNNL seeks to hire a dynamic individual with strong credentials to serve as a Counterintelligence (CI) Officer within the Pacific Northwest Field Office (PNFO) under the DOE CI Program. The mission of the DOE CI Program is to protect DOE information, personnel, and assets from international terrorist activities and from intelligence collection by or on behalf of foreign powers; to detect and deter insiders who engage in activities on behalf of a foreign intelligence service or international terrorist entity; and to provide graded levels of CI program activity and support for DOE programs in accordance with potential risks. The PNFO provides all CI support and services to the PNNL; the DOE Pacific Northwest Site Office; the DOE Office of River Protection; the DOE Richland Operations Office; the seven prime contractors and all sub-contractors performing work on or associated with remediation of the Hanford Site and construction of the Tank Waste Treatment and Immobilization Plant; the DOE National Energy Technology Laboratory, Albany, OR; and, in coordination with the DOE Denver CI Field Office, the Bonneville Power Administration, Portland, OR.

Responsibilities:
Provide technical expertise in the development, operation and implementation of security systems, operational security, nuclear material safeguards, vulnerability assessments, risk analysis, security policy, and critical infrastructure protection. Apply specialized knowledge of equipment and technologies deployed for physical security, WMD counter-proliferation, and interdiction operations. Develop and implement training, exercises, procedures, logistics strategies, concept of operations, planning, and assessment techniques and tools associated with the deployment, operation, maintenance, and sustainability of these systems. Conduct assessments, evaluations and analysis of these systems to support troubleshooting, forecast reliability and sustainability challenges, and identify opportunities for technological or operational enhancements. Utilize breadth and depth of knowledge related to national and international safeguards and security policies and guidelines in the development and implementation of security strategies. Areas of emphasis include program planning and management, system design and analysis, tactics and training, requirements definition, and operational sustainability. Serve as a technical subject matter expert for procurement, installation and maintenance of integrated systems, including identification of R&D opportunities associated with next generation security systems, counter-proliferation and interdiction technologies. Communicate with a wide range of federal, state, and local authorities regarding policies, requirements, and conduct of operations both domestically and internationally.

The incumbent is a subject-matter expert and independent contributor with extensive command of theory and principles in the specialized field of CI. In addition, the incumbent possesses broad CI investigative experience and contemporary knowledge of key threats posed by foreign adversaries against the science and technology research initiatives of the Laboratory and the work of other DOE entities under PNFO auspices. The selected candidate must demonstrate strong organizational skills and the ability to quickly adjust work priorities based on changing circumstances or events.

The incumbent identifies critical, high-risk national security issues and formulates mitigating practices and solutions, to include developing creative or unique solutions to complex CI-related problems for which no precedents or past practices exist. The conclusions and recommendations of the incumbent are generally accepted as authoritative by decision-making officials and strongly influence policy decisions on intelligence matters of significant importance.

In addition, the incumbent must be a productive networker who effectively conveys CI-focused advice and recommendations, and establishes positive working relationships at all levels. The successful candidate is expected also to establish strategic liaison within the United States Intelligence Community (USIC) and to represent the PNFO on investigations, task forces, and other initiatives, as required. Contacts may include level 1 managers within PNNL, DOE senior executive service members and senior employees within the USIC, federal and local law enforcement agencies, as well as scientists, researchers and other technical specialists within the DOE complex or at contractor organizations.

Work is performed under the direction of the PNFO manager, also known as the Senior CI Officer (SCIO), who sets general priorities and objectives, and provides overall guidance. Assignments may involve a broad range of responsibilities, to include authoring reports, plans, papers or other documents; conducting complex CI assessments, inquiries, and investigations; delivering briefings and debriefings to travelers, hosts and escorts; and performing other tasks as required. Work products must be of high quality, as well as timely, accurate, and relevant. The incumbent generally works independently but with regular interaction in a team environment with other PNFO staff members, principal investigators, project managers, researchers, scientists, DOE Headquarters personnel, USIC representatives, and other individuals.
Qualifications:
Minimum Qualifications:
  • BS/BA and 9 years of relevant experience; OR,
  • MS/MA or higher and 7 years of relevant experience
Preferred Qualifications:
  • In-depth knowledge of relevant Executive Orders (e.g.; E.O. 12333), as well as applicable Attorney General and DOE regulations, orders, policies, guidelines and practices. Sound judgment must be exercised in applying or interpreting the intent of such documents and in actions taken to fulfill their intent.
  • Knowledge regarding the mission of the Department of Energy, Office of Intelligence and Counterintelligence, and strong familiarity with key USIC partner missions, goals and priorities.
  • Experience in the investigation of counterintelligence/terrorism matters and the design and delivery of education or training.
  • Expert ability to grasp conceptual ideas and exercise original thought where there is little time for deliberation or consultation, to evaluate the importance of situations and problems, and to present well-considered and sound suggestions.
  • Excellent written, interpersonal and communication skills and the proven ability to articulately convey ideas and concepts.

This position requires the ability to obtain and maintain a federal security clearance.

  • Background Investigation: Applicants selected will be subject to a Federal background investigation and must meet eligibility requirements for access to classified matter in accordance with 10 CFR 710, Appendix B.
  • Drug Testing: All Security Clearance positions are Testing Designated Positions, which means that the candidate selected is subject to pre-employment and random drug testing. In addition, applicants must be able to demonstrate non-use of illegal drugs, including marijuana, for the 12 consecutive months preceding completion of the requisite Questionnaire for National Security Positions (QNSP).

This position is a Testing Designated Position (TDP). The candidate selected for this position will be subject to pre-employment and random drug testing for illegal drugs, including marijuana, consistent with the Controlled Substances Act and the PNNL Workplace Substance Abuse Program.
