The Administrative Analyst for Corrections Health (CH) performs highly responsible, confidential and complex statistical, analytic, compliance and administrative functions of broad scope and significance to the CH Director, management team and program with only occasional instruction, or assistance, as new (or unusual) situations arise.
As the Administrative Analyst for Corrections Health you will frequently and independently handle a wide variety of situations involving administrative functions for management, manages and meets multiple competing deadlines, exercises a high degree of initiative daily, uses discretion to safeguard the confidentiality of all program information, and demonstrates tact and diplomacy in dealing with employees, partners, and the public. This position maintains highly sensitive and confidential program information, along with legal activities, quality compliance, accreditation and budgetary information; as well as involvement with the National Commission on Correctional Health Care (NCCHC) reviews and evaluations.

Below is a sample of what the duties will include as the Administrative Analyst , but are not limited too:
Administrative Support/Communication
Responsible for administrative/technical support to the CH Director and management team. Review/advise CH Director, program management and staff on national accreditation compliance standards. Handle high level, confidential matters containing personnel, legal and politically sensitive information on behalf of CH Director. Provide program information and represent CH Director during interactions with County department Directors' staff, Chair and Board of Commissioners' staff, and MCSO command staff.
Advise management on all NCCHC accreditation documentation/records.
  • Prepare and provide all program documentation for accreditation on-site surveys, audits, consultant visits, etc.
  • Provide back-up for other program administrative needs.
Statistical Reporting
Gather and compile all program statistical data. Validate all data for accuracy and consistency and be the point of contact for all program reporting requests and information. The Administrative Analyst will provide program data as needed by the Health Department, State of Oregon, Multnomah County Sheriff's Office (MCSO), Portland Police Bureau (PPB), Multnomah County Board and other County or Health Department divisions.
  • Gather, analyze and advise the CH Director, program management and the CQI committee on mandatory monthly reporting for the NCCHC accreditation.
  • Inform and advise on trends, anomalies and needed improvements, etc.
  • Gather and advise CH Director on monthly operations/roll-up numbers (i.e. drug costs, outside services, health assessments, etc.) for program management.
Budget Support
Gather program expenses/information used for yearly fiscal budget development. Analyze monthly operational budget reporting/dashboards to advise program Director/management on numerous cost center budgets and monthly expenditures (i.e. over and under budgeted spending, personnel costs, overtime, available, etc.). Input program data and costs into the budget web tool.
  • Review, analyze and process payment of administrative invoices and all staff/program miscellaneous expenses, travel and training costs as well as process all staff/program miscellaneous reimbursements and mileage claims.
Policy and Procedure, Protocol and Forms Management
  • Review and confer with Director/management staff to coordinate yearly review and revisions of all CH policies, procedures and protocols.
  • Research and provide historic Administrative and Clinical Standards information and documentation to County attorneys. Manage and maintain electronic policy manuals for all CH and County on-demand access.

Minimum Qualifications/Transferable Skills*:
Education/Training: Associate's degree AND;
Experience: One (1) to four (4) years of experience that demonstrates the ability to perform the duties of the position. (Equivalency 3-6 years of qualifying training and/or experience)..
Must be able to pass a criminal background check which may include being fingerprinted.

  • Jail health administration experience
  • Experience organizing complex schedules
