The Department of Early Education and Care (“EEC”) seeks an innovative and organized individual who can bring stakeholders together and facilitate in depth conversations and consensus building about a new set of licensing standards to be implemented by the Department. This individual will be required to work with multiple stakeholders in the design and proposed implementation strategy of health and safety licensing standards and monitoring and oversight procedures for Applied Behavioral Analysis (“ABA”) facilities. Knowledge of EEC and/or ABA is not required but is preferred. The requirements for this position are:



  • Ability to identify and involve relevant stakeholders in an engagement and recommendation development process;
  • Ability to convene and facilitate effective meetings among EEC, other relevant state agencies and external stakeholders;
  • Ability to obtain information necessary to make recommendations on the drafting of regulations to the EEC legal department regarding health and safety regulations for ABA facilities;
  • Ability to draft policies on the licensing of ABA facilities and to present and review such drafts to licensors, EEC legal and the EEC policy unit for feedback and to incorporate such feedback;
  • Identify all ABA facilities across the Commonwealth;
  • Visit various ABA facilities across the Commonwealth;
  • Identify barriers and solutions related to the licensing of ABA facilities relative to health and safety standards;
  • Identify any regulations already in existence for ABA facilities and explore scope of such regulations and any regulators for enforcement of those regulations;
  • Explore licensing practices of ABA facilities in other New England states;
  • Engage any identified relevant licensors or regulators to explore a coordinated monitoring system;
  • Identify administrative components within ABA facilities related to health and safety;
  • Develop recommended job responsibilities as well as caseloads and workload standards for ABA licensors;
  • Develop monitoring and visitation protocols for ABA licensors in conjunction with ABA licensing supervisor; and
  • Participate in designing and implementing statewide training for ABA Licensors in conjunction with ABA licensing supervisor.
  • Other related duties as assigned

Based on assignment, travel may be required throughout the Commonwealth. Related travel costs will be at the expense of the contractor and not reimbursed.
