Contract Specialist III
The Texas Health and Human Services Commission (HHSC) seeks a highly motivated and qualified candidate to fill the Contract Specialist III position within the Procurement and Contracting Services Division. This position operates under the general direction of the External Reporting manager with considerable latitude for the use of initiative and independent judgment. The position includes the following job functions: review Health and Human Services contract data for accuracy and facilitate corrections to ensure reporting compliance to the Texas Comptroller and the Legislative Budget Board; review and redact agency contract data prior to posting on the HHS website; upload data and documents to the LBB contract portal; communicate orally and in writing with internal and external stakeholders; and other duties as assigned.


Essential Job Functions:
Reviews and redacts Health and Human Services contract data for accuracy and facilitate corrections to ensure reporting compliance to the Texas Comptroller and the Legislative Budget Board. (40%)

Reviews contract documents submitted by HHS staff for accuracy. (25%)

Uploads data and documents into the LBB web contract entry portal. (25%)

Other duties as assigned. (10%)



Knowledge Skills Abilities:
Knowledge of laws and legislative requirements related to contract reporting, including the General Appropriations Article (GAA) IX, Section 7.04 and 7.11 and Senate Bill 20 of the 84th Legislative session (SB 20) and subsequent updates.

Knowledge of the Comptroller of Public Accounts (CPA’s) contracting processes, including the Purchase Category Codes (PCC) and National Institute of Governmental Purchasing (NIGP) codes preferred.
Working knowledge of the HHS System of Contract Operation and Reporting (SCOR).
Skill in using Microsoft Office Software (i.e., Microsoft Word, Excel, PowerPoint, SharePoint).

Ability to interpret policies, procedures, and regulations.

Ability to evaluate data for reasonableness, necessity, and conformity with contract requirements.

Ability to communicate effectively both orally and in writing.

Ability to establish and maintain effective working relations and to work with others as part of a team.

Registration or Licensure Requirements:
Certified Texas Contract Manager (CTCM) and/or the Certified Texas Contract Developer (CTCD) preferred, or the ability to obtain certification within 12 months of hire date and to maintain certification throughout employment.


Initial Selection Criteria:
One year of experience in procurement, contract data reporting, or contract monitoring work. Graduation from an accredited four-year college or university preferred. Experience and education may be substituted for one another. Certified Texas Contract Manager (CTCM) and/or Certified Texas Contract Developer (CTCD) and advanced Excel and SharePoint skills are preferred.
