Position will be in Folsom, CA.

Job Description:

VTS is seeking a Contract Administrator II for a position in Folsom, CA. The Contract Administrator’s job duties will include cradle-to-grave daily administration of federal contracts and all proposals, contract management, and closeout activities associated with those efforts. Daily duties will also include negotiation of other agreement types, including bailment agreements, teaming agreements, nondisclosure agreements, and associate contractor agreements. The successful applicant will assist senior Contract Administrators with data calls, audit support/response, and other duties as assigned.

Key Responsibilities:

· All aspects of contract administration including proposal support and negotiation, post- award contract administration, scope management, and contract closeout.

· Finding changes in contract scope and working with the program team to prepare change proposals.

· Providing guidance, advice, and counsel to programmatic and Executive staff about contract interpretation issues, contract scope issues, and other contract- related matters.

· Review customer requests for proposals and offer alternate approaches to mitigate risks involving schedule, cost, specifications, etc.

· Developing and executing negotiation strategies.

· Maintain communication with internal cross-functional organizations and customers to ensure compliance with contractual obligations and to execute the required actions on time.

· Develops and applies solutions to complex problems which require the regular use a high degree of ingenuity, creativity, and innovation.

· Ensure contract documents and subsequent program performance remain consistent with agreements reached at negotiations

· Building and maintaining effective working relationships with internal and external customers

· May include audit, control, or liaison functions with both suppliers and customers.

· Perform other job related duties as assigned.

Experience/Education:

· 4 years of professional experience in Contract administration or related fields, to include legal or business management.

· Preferred - Bachelor's or Master's degree in Business, Finance or other related discipline from an accredited college/university. May consider equivalent experience in lieu of degree.

Basic Qualifications:

· Demonstrated abilities to develop customer relationships, provide RFP shaping/analysis and have taken part in proposal development and bid strategy, particularly for US DoD/MDA.

· Experience managing standard and non-standard contracts.

· Experience with U.S. Government contracting; including FAR and working experience with various type contracts - for example CPFF, CPIF, T&M and FFP.

· Experience with Government Property requirement and platforms.

· Understanding of key Terms & Conditions, identifying contractual risk, understanding financial implications, and providing a recommended course of action.

· Strong business acumen with the ability to clearly recognize risk elements in business transactions, providing governance to the program team in carrying out the terms of the contract.

· Demonstrated problem-solving skills.

· Proven communication skills, both written, verbal, and presentation, to effectively communicate business cases to all levels of peers, suppliers, as well as program and executive management, with an ability to persuade and motivate action.

· Self-motivated, persistent, hands-on, result oriented, well organized with ability to handle multiple projects. Must be proactive and have a sense of urgency and can think ahead of potential problems while demonstrating an aptitude for process improvement.

· Strong positive customer relations track record.

· Other job duties as needed.

· Ability to obtain a U.S. Government security clearance.

Preferred Qualifications:

  • Working experience with MDA and DoD customers.
  • Deltek Costpoint knowledge
  • Working knowledge with platforms such as Exostar, SBIRS/STRRs, PIEE, SAM.Gov, and similar platforms.
  • Experience with import/export issues and intellectual property in federal contracting a plus.

Other:

· Must be able to obtain and maintain a U.S. Security Clearance (requires U.S. Citizenship).

· Must be able to travel 10% of the time.
