Ideal Background

:
Education: Position requires a B.S. in Engineering or Construction Management from an accredited College/University, or demonstrated understanding of construction planning and execution methods.

Experience: This position requires 5+ years of construction management experience.

Job Summary:
Generally responsible for providing onsite construction management skills, services and leadership on capital projects. Responsible for site management of external contractors and primary liaison between the contractors and plant personnel.

  • Advanced knowledge of project related design and construction field, including safety planning, quality assurance, cost control, rigging, planning, scheduling, and installation of process components including vessels, piping, instrument/electrical, civil/structural, and environmental
  • Ability to manage and control concurrent tasks/activities and projects
  • Experience working with engineering contractors/consultants through all phases of a project
  • Basic knowledge and understanding of chemical process industry
  • Ability to prioritize and delegate construction activities
  • Ability to work with and influence external resources
  • Strong, competent negotiating skills
  • Demonstrated leadership skills/abilities
  • Highly exceptional record of delivering results on large and/or complex projects
  • Ability to manage multiple project scopes concurrently
  • A demonstrated leader in safety, environmental stewardship, ethics, and respect for people.

  • Ensure that projects meet or exceed all corporate expectations, guidelines, and procedural criteria.

  • Mastery knowledge in the management of EPC(M) contractors, vendors and other contractors

What You'll Be Doing

:
Primary responsibilities will include but are not limited to:
  • Handles multiple projects concurrently
  • Facilitates access to the site by external contractors.
  • Ensure all required plant safety training is performed, work permits complete, and plant personnel informed of construction activities
  • Mobilize and oversee a site team according to the schedule and needs of the project. The team may consist of the following: Process Automation Specialist, Instrumentation/ Electrical Specialists, Production Representatives (for safe work permitting, training procedures, commissioning, start-up planning), Reliability / Maintenance Representative, Documentation Control representative.
  • Audit contractor's safety program and performance
  • Coordinate and Network with Plant & Engineering Safety Personnel
  • Assist Project Manager to assess overall contractor site performance vs. expectation
  • Assure contractor alignment with procedures and practices
  • Ensure compliance with regulatory requirements
  • Manages the distribution of the project documents/information to the various functions of the site and assure the necessary parties have agreed to all aspects and if necessary, implement the changes requested by the site to the project.
  • Coordinate the hand-off between the Project Team and the Start-up and Operations Teams. Participates in punch list development in preparation for final plant acceptance from Engineering.
  • Manage the permitting procedures to be followed and applicable to the project. He is in charge of all the relations with the local Authorities, and especially regarding the permitting process.
  • Schedules and leads PSSRs.
  • Participate in plant safety processes to drive safety performance by conducting observations, inspections, audits, incident analysis, and process hazard analysis.
  • Inform the Process/Project Managers of any site specific event or technical issues which would impact the Project, especially concerns about process and personnel safety, operations, maintenance access post-commissioning, etc.
  • Define and follow through on pre-commissioning and commissioning actions including schedule development, functional test document preparation, design verification, loop checking, turn-over / start-up package preparation (return-to-operations documentation).
  • Serves as the Commissioning and Start-up Manager, who is responsible for planning and carrying out start up activities including planning, pre-commissioning, commissioning, migration, and start up activities.
  • Organizes resources, prepares and coordinates start-up activities, and leads development of training material and conducting training.
  • Responsible for identifying and correcting design, engineering, and construction problems which could significantly affect the quality of the start up and for submitting these problems to the Project Manager for resolution when required.
Physical Requirements:
  • Ability to sit, stand or walk for long periods of time.
  • Ability to perform work outdoors in hot or cold climates.
  • Ability to perform duties while wearing personal protective equipment such as a fire-retardant jumpsuit, safety glasses, ear plugs and hard hat.
