East Bay Asian Local Development Corporation (EBALDC)
is seeking a regular full time Compliance Manager at the EBALDC Main Office located in Oakland, CA.


Summary:

This position has responsibility for overseeing all properties compliance with occupancy regulations, agreements, and policies. The incumbent has an integral role in development, monitoring, and evaluation of Property Management processes, policies, and procedures, documentation, and resources for both main office and site offices in relation to occupancy compliance and certification. The incumbent is responsible for providing staff with information, guidance, and resources to better manage their properties and to maintain compliance with program regulations, organizational polices, and applicable laws.


Key Duties and Responsibilities:

Property Compliance

  • Ensure that the property resident files are in compliance with regulatory program requirements
  • Review prospective residents files to ensure eligibility prior to move-in and audit re-certifications to verify inclusion of properly completed documentation; standardize file organization across all properties
  • Implement controls to ensure site managers are in compliance with HUD, TCAC, and other legal or regulatory file requirements
  • Audit Waiting lists to ensure there is an adequate applicant pool that the list appropriately maintained; recommended purging as needed
  • Plan and direct initial lease-up and set-up of new projects, including managing the resources needed, and ensuring that milestones are met
  • Review lease forms on periodic basis to ensure compliance with regulatory programs
  • Regularly visit sites to inspect condition of files, ensure required postings are visible, answer questions of staff, etc
  • Create site maps of unit compliance regulations

Operational Support

  • Train site staff on issues of compliance and appropriate procedures
  • Participate in the creation and implementation of departmental strategies, operational procedures, policy development and budget development in relation to occupancy compliance

Record-Keeping & Reporting

  • Ensure that adequate record keeping and reporting systems are in place to ensure file and unit compliance
  • Assist, as needed, in preparation of timely, accurate and complete reports to management staff, government agencies, lenders, partners and investors

Interdepartmental and External Communication

  • Attend regular meetings as required
  • Other tasks as required

Other Job Functions

  • Advanced knowledge and experience in ensuring resident file compliance with all regulatory requirements
  • Knowledge of real estate property management, contract administration, and landlord/tenant law
  • Experience supervising staff
  • Ability to manage confidential information in an appropriate manner
  • Excellent interpersonal and business communication skills, both written and verbal
  • Proven conflict resolution skills
  • Ability and willingness to maintain and provide a high level of customer service
  • Ability to work independently and follow instructions with minimal supervision
  • Ability to manage multiple tasks and projects with shifting priorities
  • High level or organization, attention to detail, and ability to complete tasks
  • Advanced computer literacy and proficiency with word processing, database and spreadsheet programs (excel)
  • Ability to work with staff, tenants and community members from diverse backgrounds
  • Able to work with staff, tenants and community members from diverse backgrounds
  • Able to analyze and review financial data. Highly accurate in mathematical computations
  • Ability to write regular and routine reports and correspondence
  • Ability to speak and present effective individually or before groups of residents or staff
  • Ability to read and understand federal, state and local compliance regulations


Required Knowledge, Skills & Abilities:

  • Minimum five years of experience in Affordable Housing
  • Tax Credit Occupancy Specialist and Certified Occupancy Specialist certification, or ability to attain within six months of hire
  • Extensive working experience with HUD, Low Income Housing Tax Credit Program and other affordable housing funding programs as they relate to finance and regulatory compliance
  • Intermediate hands-on experience with Yardi Voyager

Physical Demands:

  • Must be able and willing to travel to all company locations to carry out duties and responsibilities associated with compliance and occupancy issues. Will involve walking and possibly kneeling/bending to access files
  • While performing the duties of this job, the employee is regularly required to sit; use hands for computer use, to finger, handle or feel objects/papers, tools, or controls; and talk or hear
  • Must occasionally lift and/or move up to 25 pounds
  • Specific vision abilities required by this job include close vision and the ability to adjust focus.
  • Ability to sit and concentrate for extended periods of time
