DUTIES:

Under the general supervision of the Chief Commercial Appraiser performs difficult technical work appraising for assessment and tax purposes.

KNOWLEDGE OF JOB:

Appraises commercial, residential, farm and undeveloped real estate. Maintains records and files; prepares reports. Must have thorough knowledge of the principles and practices of real property appraising for assessment purposes; thorough knowledge of the state laws relating to real property assessing; ability to analyze factors which tend to influence the value and to exercise judgment in the determination of values; ability to write clear and concise reports; ability to establish and maintain effective working relationships with associates and the general public. Measures and lists new construction, new and old buildings, additions, alterations, upgrading and repairs of buildings; inspects and records construction features and details, type/category, quality, condition, market appeal as they relate to and impact value and general property descriptions. Makes sketches of existing buildings; updates computer database with information obtained from field inspection of properties. Utilizes construction cost tables, income and expense information, property sales and valuation techniques to make value decisions; completes appropriate records and inputs information into computer. Consults with and assists the general public, property owners and managers on factors relating to tax matters. Creates, modifies and maintains permanent records on individual properties. Researches, assembles and categorizes various sales data, construction cost data, income and expense data and other information relating to real estate. Prepares for appeals; makes field inspections on and analyzes appeals/valuation on properties being appealed. Prepares appraisal reports for appeal hearings; testifies at hearings and court as required. Edits various reports and printouts for accuracy. Performs related tasks as required.

MINIMUM QUALIFICATIONS OR STANDARDS REQUIRED TO PERFORM ESSENTIAL JOB FUNCTIONS:

Must be able to exert up to 20 pounds of force occasionally, up to 10 pounds of force frequently, and a negligible amount of force to constantly move objects. Must be physically able to operate a variety of machinery and office equipment including an automobile, calculator, fax, computer, copier, telephone, printer, etc. Requires the ability to speak and/or signal people to exchange information. Requires the ability to read and prepare a variety of records and documents. Must be able to use and interpret real estate and appraisal terminology.

MINIMUM TRAINING AND EXPERIENCE:

Any combination of education and experience equivalent to graduation from an accredited community college with major course work in business administration or related field and extensive experience in commercial real property appraisal and considerable experience in presenting and defending real estate appraisals before appellate boards or judges. Possession of an appropriate driver's license valid in the State of South Carolina. Possession of Real Estate Appraisal License issued by the South Carolina Real Estate Appraisal Board.
