Serving as a strategic leader and as a TUSD Cabinet Member, the Chief Human Capital Officer (CHCO) is responsible for developing and overseeing the end-to-end talent strategy of the district aligned to overarching goals and existing initiatives. The CHCO plays a key role in decisions regarding the strategic direction of the organization, and in bringing to life the TUSD commitment to equitable practices that empower our staff, students, and community. This leader works collaboratively with the Superintendent and the Governing Board to set the vision and direction for attracting, engaging, developing, and retaining high-quality employees while implementing processes that support a diverse and inclusive workforce. The CHCO will be able to masterfully navigate building relationships at all levels of the organization. Additionally, this role ensures an extraordinary customer experience for all staff, families, and stakeholders. MINIMUM REQUIREMENTS

  • Master's Degree in Human Resources Management, Public Administration, Business Administration, or a related field.
  • Ten (10) years of progressively responsible experience in Human Resources.
  • Five (5) years in a senior HR Leadership role.
  • Verbal & written communication skills in English and a demonstrated ability to read and comprehend written/graphic and oral instructions.

PREFERRED QUALIFICATIONS

  • Five years of demonstrated experience in K-12 Education Human Resources administration, non-profit, private, or public sector Human Resources experience.
  • Human Resources certification (such as SPHR, SHRM-SCP, or pHCLE).
  • Demonstrated experience in process improvement or the re-organization of a Human Resources Department.
  • Experience in a large urban educational setting or school district.
  • Bilingual (English/Spanish).
  • Experience with HRIS/ERP implementation and administration.

SUCCESSFUL CANDIDATES WILL DEMONSTRATE

  • Knowledge of the collective bargaining process and experience in successful union negotiations.
  • Knowledge of state and federal laws as they relate to human resource management.
  • Ability to use high-level interpersonal skills in order to maintain effective relationships.
  • Experience developing and managing large budgets.
  • Experience developing and implementing a strategic plan.

ESSENTIAL FUNCTIONS

  • Develops and oversees end-to-end talent strategy of the district that is aligned to the District’s strategic goals and objectives.
  • Responsible for the oversight and performance of the Human Resources (HR) Department.
  • Defines and implements an effective and efficient Human Capital Management System (HCMS) that is responsive and creates a culture of excellence.
  • Strategically designs and executes district recruitment and marketing initiatives.
  • Designs and implements an exceptional customer experience for all employees and stakeholders throughout all HR processes and touchpoints.
  • Measures the effectiveness and impact of Human Resources department activities using appropriate KPIs and metrics.
  • Builds relationships with the Superintendent, Governing Board, and other key stakeholders to improve HR functions within the District.
  • Serves as the public-facing liaison for all HR matters with union representatives, Board members, parents, and external stakeholders.
  • Ensures practical training and development aligned to HR policy, including, but not limited to, employee relations, new employee orientation, customer relations, performance evaluation, employment discrimination, sexual harassment, employee complaints, and career development.
  • Provides guidance to internal stakeholders on organizational development, including philosophy and goals, evaluation, job performance, productivity standards, and special program development and implementation.
  • Coordinates and manages the District’s staffing, compensation, and DEI plan to ensure a highly qualified and diversified workforce for TUSD.
  • Oversees the Employee Benefits, Health, and Wellness plans by coordinating with Employee Benefits Trust, HR Benefits team, and external vendors.

LOCATION: Human Resources - 1010 E. 10th Street
FTE: 1.0 - 8 hours per day
Work Calendar: 12 month

ADDITIONAL INFORMATION ON THE ADMINISTRATIVE HIRING PROCESS

  • The first review of applications will begin on October 31st, 2022, and reviews will take place weekly until the vacancy is filled.

  • Based on the initial screening of your application and video responses, you may be invited to an interview (Zoom or In-person) with a panel of the District Leadership team.
  • The applicant pool will determine the steps in the selection process post-interview.
  • Superintendent Recommendation to the Governing Board for Appointment.

The anticipated CHCO Governing Board Appointment date is December 6th, 2022 with a start date in January 2023.
