Minimum Qualifications:

Education: Master's Degree in accounting, business, public or business administration or a related field required supplemented by five years of progressively responsible experience to include lead or supervisory experience and ten years of experience in the field or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.

Specific License or Certification Required: Must possess and maintain a valid License as a Certified Public Accountant (C.P.A.) issued by the State of Georgia (preferred) and a State of Georgia driver's license.

Specific Knowledge, Skills, or Abilities: Must be able to demonstrate proficiency in performance of the essential functions and learn, comprehend, and apply all county or departmental policies, practices, and procedures necessary to function effectively in the position.

Purpose of Classification:

The purpose of this classification is to provide executive leadership and strategic planning for internal service agencies to include Finance, Purchasing, Human Resources, Facilities, and Information Technology and provide oversight of control systems and financial activities while maintaining sound accounting of financial resources and reporting of financial results. This position reports to the County Manager.

Essential Functions:

The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.

Provides executive leadership and strategic planning: oversees Finance, Human Resources, Information Technology, Facilities and Fleet Services and Purchasing Departments to achieve budgeted results; participates in key decisions as a member of the executive team; oversees the management of outsourced services to third party vendors; develops and establishes operational best practices and procedures consistent with policies of the Board of Commissioners; determines the strategic direction of the internal services departments and ensures synergy and cohesiveness with the County's overall strategic objectives; establishes policies to insure adequate management development; oversees and monitors finance functions including auditing, accounting, investing, debt insurance, and budgeting; oversees automated accounting software system; oversees funding processes as related to budgeting, cost accounting, financial planning, and management; analyzes a variety of administrative operational, fiscal, and social issues and formulates recommendations and proposals for problem resolution.

Adheres to principles and practices: adheres to Generally Accepted Accounting Practices (GAAP), principles and practices of governmental accounting, bond administration, benefits and pension administration, management and supervision, governmental budgeting and financial analysis, strategic planning principles.

Appraises, evaluates and reports activities of the service departments: creates timely and systematic reports to the County Manager and Board of Commissioners; monitors compliance with shared services service level agreements.

Establishes and maintains effective working relationships with other County personnel, officials, and the general public: communicates with diversified individuals and groups; meets and communicates with citizens and various professional, business, and community groups to answer inquiries and secure assistance and support in executing various County
programs; confers with officials of various federal, state, city, county, and/or other governmental agencies.

Data Utilization: Requires the ability to synthesize and integrate data for predicting, anticipating, and planning for future events impacting the organization. Includes determining strategic and tactical decisions at the highest organizational levels of authority and responsibility.

Human Interaction: Requires the ability to apply principles of negotiation. Performs such in formal situations within the context of legal guidelines.

Equipment, Machinery, Tools, and Materials Utilization: Requires the ability to operate, maneuver and/or control the actions of equipment, machinery, tools, and/or materials used in performing essential functions.

Verbal Aptitude: Requires the ability to utilize consulting and advisory data and information, as well as reference, descriptive and/or design data and information as applicable.
Mathematical Aptitude: Requires the ability to perform addition, subtraction, multiplication and division; ability to calculate decimals and percentages; may include ability to perform mathematical operations involving basic algebraic principles and formulas, and basic geometric principles and calculations.

Functional Reasoning: Requires the ability to apply principles of logical or scientific thinking to implement both intellectual and practical relationships; involves responsibility for consideration and analysis of complex organizational problems of major conceptual functions.

Situational Reasoning: Requires the ability to exercise judgment, decisiveness and creativity in critical and/or unexpected situations involving moderate risk to the organization sit
