Job Summary:
The Environmental Services Department is accepting applications for an "A" CCTV Inspection/Vactor Truck Operator Senior. In the event we are not able to secure an "A" Certified CCTV Inspection/Vactor Truck Operator Senior, we are next able to extend offers to a "B" Certified CCTV Inspection/Vactor Truck Operator II. In the event we are not able to secure a "B" Certified CCTV Inspection/Vactor Truck Operator II, we are next able to extend offers to "C" Certified CCTV Inspection/Vactor Truck Operator I Candidates. If we are unable to make an offer to a "C" Certified CCTV Inspection/Vactor Truck Operator I Candidate, if available, we will then consider extending an offer for a CCTV Inspection/Vactor Truck Operator Trainee.

This is skilled and technical work in the operation and maintenance of the sewer television inspection unit, jet trucks, vacuum trucks, and other various equipment used in sewer system maintenance and repair. This position is responsible for the Vactor operations and the Closed-Circuit Television (CCTV) equipment. Supervision is received from a Utilities Supervisor or designated Field Technical Equipment Operator.

Depending on your qualifications, you may be offered one of the following levels:

CCTV Inspection/Vactor Truck Operator Senior = $20.20
CCTV Inspection/Vactor Truck Operator II = $18.31
CCTV Inspection/Vactor Truck Operator I = $17.44
CCTV Inspection/Vactor Truck Operator Trainee = $16.61

Trainee, Operator I, II, and Senior
  • Attends meetings and training classes, remaining current with Confined Space, Trench Safety/Competent Person training, Intermediate Maintenance of Traffic (MOT), Disaster Preparedness/Response Planning, and First Aid/Cardiopulmonary Resuscitation (CPR)
  • Locates and exposes manholes for cleaning
  • Learns to operate heavy equipment, Vactor and/or TV Truck
  • Assists with spotting driver when backing the vehicle
  • Performs vehicle maintenance which includes sight inspections and fuel checks
  • Enters timekeeping data into the Computer Maintenance Management System (CMMS)
Operator I
  • Bullets 2, 4, & 5 for Trainee
  • Enters timekeeping data, including creating work orders and work order tasks; Operator II & Sr: enters equipment, materials and vehicles used, and finishing notes
  • Operates pickup truck, dump trucks, Vactor and/or CCTV truck
  • Operates easement jet machine
  • Performs smoke and dye testing
  • Implements Sanitary Sewer Overflow (SSO) procedures following department Standard Operating Procedures (SOP)
Operator II
  • In addition to the Operator I requirements
  • Sets up and operates by-pass pumps
  • Operates light utility vehicles
  • Performs basic sewer pipe repairs
Senior
  • In addition to the above requirements for the Operator II
  • Works with little or no supervision
  • Assists with setup of mobile generators
  • Acts as crew leader
  • Mentors Technical Equipment Operators
Team Skills

EMERGENCY RESPONSE STATUS: As a condition of employment, City of Largo employees will be required to work as directed during an undeclared and/or a declared emergency. All employees are subject to recall around the clock for emergency response operations, which may require irregular work hours, work at locations other than the normal work location, and may include duties other than those specified in the official job description.

MINIMUM QUALIFICATIONS
Education and Experience:
Trainee
  • High School Diploma or General Education Diploma (GED)
  • Class "B" CDL with Tanker endorsement (CDL)
  • Florida Water and Pollution Control Operators Association (FWPCOA) Wastewater Collections Certification "C" obtained within 2 years of employment
  • Valid Driver's License
Operator I - Listed requirement for Trainee including:
  • Florida Water and Pollution Control Operators Association (FWPCOA) Wastewater Collections Certification "C" Required
  • Cardiopulmonary Resuscitation (CPR)/First Aid Training
  • The following listed training must be completed within one year from hire date:
    o Intermediate Maintenance of Traffic (MOT)
    o Federal Emergency Management Agency (FEMA) Training Courses, Incident Command System (ICS) 100
    o Confined Space Training
    o Trench Safety/Competent Person Training
Operator II - Listed requirements for Operator I including:
  • Florida Water and Pollution Control Operators Association (FWPCOA) Wastewater Collections Certification "B" Required; ("A" required for Senior Operator)
  • The following listed training must be completed within one year from hire in additions to the list above:
    o Federal Emergency Management Agency (FEMA) Training Courses, Incident Command System (ICS) 200, 700, and 800
    o National Association of Sewer Service Companies (NASSCO) Pipeline Assessment Certification Program (PACP)
  • Two (2) year's experience as a Technical Equipment Operator I, or equivalent
Senior - Listed requirements for Trainee, Operator I & II including:
  • Works with little or no supervision
  • Assists with setup of mobile generators
  • Acts as crew leader
  • Mentors Technical Equipment Operators
Knowledge, Skills, and Abilities:
  • Demonstrates the ability to lead and direct crews in the cleaning and CCTV inspection process of the sanitary sewer components and achieve positive results
  • Considerable knowledge of sewer construction and repair
  • Knowledge of the safe operation of high pressure/vacuum combination sewer cleaners
  • Knowledge of traffic laws and ordinances governing safe equipment operations
  • Knowledge of the occupational hazards of the trade and demonstrates the proper use of safety equipment and procedures
  • Basic knowledge of repair and maintenance of mechanical and electronic equipment
  • Knowledge of trenchless rehabilitation processes such as, Cured In Place Pipe (CIPP), thermal plastic liner systems, chemical grouting, and manhole rehabilitation processes
  • Skill in the operation of assigned equipment including basic computer skills
  • Ability to prepare reports and records in an accurate manner
  • Ability to read and interpret maps and drawings
  • Ability to enter manholes and work in confined spaces
WORK ENVIRONMENT & PHYSICAL REQUIREMENTS
Work Environment: 10% inside a climate controlled building; 90% outside which includes driving.
Physical Requirements: The essential functions of the job require: sitting approximately four (4) hours per day, standing approximately two (2) hours per day, and walking approximately two (2) hours per day. The job also requires frequent bending/stooping, climbing a ladder, fine manipulations, grasping, kneeling, pulling/pushing, reaching, and lifting/carrying objects weighing up to 45 pounds. On occasion, the work requires crawling, repetitive motion, and lifting/carrying objects weighing more than 60 pounds.
Sensory Requirements: Hearing: Ability to understand what others are saying in normal conversation and over the noise caused by operating machines and equipment. Speaking: Ability to communicate orally with others on the phone and in person, over two-way radios and loudly enough to be heard over the sound of heavy machinery. Seeing: Ability to effectively and safely perform work in low light environments and detect slight variations in color on TV and computer monitors and enough to see and read fine print on written documents, plans, maps, and drawings, and to safely operate heavy equipment and other vehicles and tools.
Driving Requirements: The work requires occasional operation of heavy equipment and trucks, and possession of a valid Florida Class "B" CDL.
Technology: The work requires ability to operate telephones, smart phones, tablets, photocopiers, printers, desktop and/or laptop computers, calculators and all associated software.
Other Machines: The work also requires occasional operation of an electronic golf cart and the ability to operate several of the following machines: TV truck, Jet-Vac truck, forklift, easement machine, generators, and other equipment as assigned.
Tools: The work requires proficiency with various hand and other power tools such as wrenches, pumps, grease guns, spray guns and shovels.
