Job Summary


Department-Specific Responsibilities

  • Provides leadership and direction to the Office of the Registrar. Plans, directs, manages, and coordinates all activities of the Office of the Registrar. Reviews, develops and implements policies, procedures, and technology to facilitate on-time, accurate, efficient, and innovative provision of registrar services. Develops and implements innovative approaches to accomplish campus initiatives. Assures a high level of collaboration and communication with campus and university stakeholders.
  • Manages personnel and budget. Provides oversight for the planning, directing, coordinating, and supervision of all registrar activities including grades processing and dissemination, course verification, student record and residency appeals, transcript production, certification of enrollment, degree progress and completion processing, degree audit, Dean’s list, probation candidates, dismissal candidates, and diploma processing and production; building and publishing the schedule of classes, classroom assignment, registration activities, course maintenance; academic calendar, student records, and student information system data; reporting and analysis support for internal use and decision making; external reporting; web site; compliance with law, regulations and policies.
  • Utilizes batch and automated processes to update records, registrations, academic standing, schedule of classes, and other processes as appropriate.
  • Reviews, develops, and implements policies and procedures to assure that the Office of the Registrar provides understandable, useful, and timely information to, and communication with, students, faculty, staff, university administrators, and other constituents (e.g., parents and alumni) while adhering to the Family Educational Rights and Privacy Act (FERPA) and related Indiana University South Bend and Indiana University policies and procedures. Utilizes technology, internal collaboration, and external partnerships (i.e., National Student Clearinghouse) to enhance business processes within and across the offices of enrollment management.
  • Promotes a strong customer service orientation and serves as the ombudsman for students, staff, and faculty in solving academic problems through the application and interpretation of academic policies and procedures. Includes the review and development of new academic policies and procedures in collaboration with appropriate constituencies.
  • Collaborates and communicates with campus stakeholders including enrollment management offices (admissions, financial aid & scholarships, Titan Success Center, etc.), student affairs offices (Veteran affairs, etc.), academic advisors, and the deans and directors of the academic units. Maintains a high level of understanding of the above areas and related deadlines. Activities and issues include student enrollment and graduation, class schedules, academic space scheduling, rosters, degree progress and completion, university policies and procedures pertaining to degrees and historical student records, grades, and graduation lists.
  • Provides reporting and data analysis support to the campus community. Collaborates with enrollment management offices and the institutional analytics on the development and maintenance of policies, procedures, standardization, and timelines for reporting and analysis of student data.
  • Directs policy administration within the office, and as needed discusses policy administration throughout the campus. Interprets academic policy and develops procedures to implement the same. As needed, acts as a consultant for academic affairs committee and is often subsequently responsible for successful administration of the decisions. Works with the academic affairs committee and the academic units to establish and maintain the academic calendar.
  • Serves as student records data manager. Approves internal requests (access, display, release, etc.) pertaining to the student information system and information environment. Supervises activities involved in student record maintenance and registration services.
  • Serves as appeal officer for registration and residency grievances.
  • Serves on university registrar council, residency committee, campus academic affairs committee, and other committees as assigned.
  • Serves as certifying official for programs such as athletics.
  • Responsible for fiscal, budgetary, and resource management; personnel recruitment and evaluation; professional development; and development of best practices.
  • Performs other duties as assigned.

General Responsibilities

  • Contributes on senior leadership teams to formulate strategic planning and the highest-level operational objectives for registrar areas.
  • Establishes long-term business plans and long-term strategic objectives.
  • Directs leadership staff who provide supervision to registrar teams.
  • Responsible for escalated operational issues, including human resources and/or people management situations.
  • Drives innovation and excellence within the area of registrar services; reviews and creates policies and procedures.
  • Determines overall budget for registrar teams; reviews and approves financial proposals from direct reporting leaders; has significant fiscal responsibilities that require frequent interaction with executive leaders.
  • Provides expertise and identifies grant and/or funding opportunities; develops business relationships across the university and externally.
  • Stays up-to-date on new registrar standards, technologies, policies, and procedures and works collaboratively with other registrar leaders across departments and/or campuses in determining standards, best practices, and related policies/procedures; ensures the adoption and implementation by direct reporting leaders.

Qualifications


EDUCATION

Required

  • Bachelor's degree in business, public policy, or related field

Preferred

  • Master's degree

WORK EXPERIENCE

Required

  • 5 years in student services, registrar services, higher education student affairs, or related field
  • 3 years of management experience in relevant field

Working Conditions / Demands


This role requires the ability to effectively communicate and to operate a computer and other standard office productivity equipment. The position involves sedentary work as well as periods of time moving around an office environment and the campus.
