This role has authority to work directly and independently with outside suppliers to ensure that all materials and services are effectively and cost-efficiently procured. Establishes and maintains relationships with corporate divisions and suppliers to aid in determining the most appropriate solution based on needs.

GENERAL PURPOSE OF THE JOB: Assists and plays lead role as directed in purchasing, reporting and tracking, and other projects.

PRINCIPAL DUTIES OF THE JOB:

· Provides purchasing support to the Purchasing Manager

· Order materials for field jobs and coordinates delivery to job sites

· Generate paperwork required to facilitate material, equipment deliveries and billing (i.e. material releases, purchase orders, routing instructions, bills of lading, export/import documentation)

· Order raw materials for Cement division

  • Generation of RFP’s and RFQ’s, assists in developing specifications, coordinates requests and questions.
  • Evaluation of bids and review of the qualifications of potential and current suppliers to determine their ability to meet specifications.
  • Selection of vendor and the negotiation of terms and pricing
  • Review Purchase Authorization and backup
  • Interface with Stebbins’ Contracts Administrator to ensure all appropriate clauses and protections are included in purchase contracts
  • Provides resolution of purchasing related problems, through corporate procedures.

· Assist and advise Accounts Payable with vendor payments

  • Supervise the operations of the Purchasing Department as directed by the Purchasing Manager.
  • Assist with the implementation of purchasing tools, including all software and equipment to improve purchasing functionality and efficiency, and provide feedback to improve the benefits to the company.
  • Mentor and/or train other Buyers and Interns as directed by the Purchasing Manager.
  • Perform other duties as directed by the Purchasing Manager.
  • Able to react to change productively and handle other tasks as assigned.
  • Recommends cost-saving or time saving ideas.
  • Participate in professional development or educational programs as requested or required.

EMPLOYMENT STANDARDS: Must be able to follow prescribed office policies and procedures and obey all safety rules. Maintain confidentiality of sensitive and confidential information. Maintain a business-like professional appearance in manner and attire at all times. Able to react to change productively and handle other tasks as assigned.

ACCOUNTABILITIES: Responsible for timely and accurate completion of all assigned duties and schedules.

EDUCATION: Bachelor’s Degree in related field or Associate’s Degree in related field with experience.

EXPERIENCE: Purchasing experience in a construction environment preferred.

EQUIPMENT USED: Personal computer, telephone, fax, copier, safety equipment.

ANTICIPATED ON THE JOB TRAINING: 1 Year

JOB DEMANDS: The position requires being able to remain in a stationary position for extended periods of time. Also required is the ability to move about both inside an office environment in order to access files, computers, and office machinery. Frequent communication is necessary with other staff and customers to relay accurate and timely information. Occasionally needs to ascend/descend stairs. Presentations are necessary along with meeting deadlines. Overtime may be required. Personal protective equipment must be used as required when entering our warehouse environment.

WORKING CONDITIONS: Work is performed primarily in an office environment. Some work is in a construction environment where he/she may be exposed to hot/cold weather, noise, dust, fumes, and chemicals. There is contact with the entire office and field staff and with the general public.
