PRINCIPAL ACCOUNTABILITIES:

  • Manages the Office of Business Development’s (OBD) Disadvantaged Business Enterprise (DBE) outreach and DBE/Small Business Enterprise (SBE) compliance operations support.
  • Supervises the execution of NJ TRANSIT’s DBE strategic outreach plan, and development of key partnerships with external stakeholders and all federal, state, local and NJ TRANSIT internal Disadvantaged, Small, Minority/Women-Owned Business Enterprise (S/M/W/BE) reporting.
  • Executes OBD’s DBE outreach plan which targets and recruits high-potential S/M/W/BE-qualified applicants for application/participation in NJ TRANSIT’s DBE program.
  • Supervises participation in outreach events, including but not limited to all logistical aspects of NJT’s attendance and participation in D/S/M/W/BE related events, NJ TRANSIT’s own DBE recruitment and D/S/M/W/BE networking events, and supporting regular contact and communications with key community stakeholders and business partners.
  • Develops reports that tracks and monitor DBE participation and performance on NJ TRANSIT contracts and in the New Jersey Unified Certification Program (NJUCP) database across various critical characteristics.
  • Tracks and reports on return on investment from attendance at outreach events and advertising with community/business partners.
  • Provides project management support for OBD special projects and initiatives that implement DBE/SBE best practices and enhance OBD’s effectiveness in supporting DBEs and SBEs, including but not limited to the development of disparity studies, bonding and capacity building workshops, and mentor-protégé programs.
  • Supports the development and supervises the delivery of training programs to support DBE business development including but not limited to OBD’s DBE Certification and onboarding workshops.
  • Serves as project manager and primary liaison with DBE/SBE compliance software vendor and other external training partners.
  • Maintains relationships and regular communication with external business partners and community stakeholders to identify opportunities to support NJ TRANSIT’s DBE outreach plan.
  • Supports regular communication, process alignment, project/event coordination and standard operating procedure development with NJUCP business partners Port Authority of New York and New Jersey and the New Jersey Department of Transportation.
  • Manages the timely and accurate reporting on NJ TRANSIT’s D/S/M/WBE performance to federal, state, local and internal stakeholders, in compliance with procedure and regulatory requirements, and upon request.
  • Represents OBD in external meetings with key business partners and stakeholder groups on DBE/SBE related issues as assigned.
  • Supports the development and implementation of OBD’s marketing, communication and social media programs, maximizing use of NJ TRANSIT’s website as well as print and digital resources to expand awareness of NJ TRANSIT’s DBE program and OBD services.
  • Supervises (1) direct report in design and execution of outreach events and trainings, data analysis, and coordination of calendar of events.
  • Performs DBE/SBE certification and contract compliance functions as needed and supports other OBD special projects and initiatives as assigned.

KNOWLEDGE & SKILLS REQUIRED:

  • Bachelor’s Degree or equivalent and a minimum of three (3) years applied experience in corporate management of a D/S/M/W Business Enterprise program, EEO program, ADA program and/or other public sector civil rights or social justice program in a supervisory capacity.
  • Direct experience in event planning, grants management, and developing business partnerships.
  • Proficiency with high-level professional communication (oral and written), developing and delivering corporate presentations and networking.
  • Direct experience developing and delivering training, managing projects/processes and developing internal/external corporate reports.
  • Proficiency in Microsoft Office suite, including Word, Excel and PowerPoint required
