General Statement of Duties
The principal function of an employee in this class is to perform customer service and technical services in support of development-related permitting operations. Responsibilities, as assigned, include providing assistance to the public in provision of information and in the issuing of permits. Duties include coordinating and communicating with internal and external customers; calculating fees; providing instruction related to forms; research; data entry; reading basic construction plans; and coordinating records and forms processing and reviews.

Primary Duties & Responsibilities


  • Issues permits; receives, reviews for completion and routes permit applications, plans and related documents to appropriate departments; assembles plans into issue status; verifies receipt of approvals; calculates permit fees; and contacts customers regarding permit issuance.
  • Enters, maintains and archives records and information in accordance with applicable statutes, regulations, policy, and records retention procedures. Coordinates the transition of paper documents to electronically stored information, as required, reviewing and ensuring data integrity is maintained.
  • Responds to customer requests by answering questions, providing fee estimates, determining application status, providing policy, procedural or general information, or by directing the request to the appropriate resource.
  • Efficiently manages multiple projects and tasks simultaneously, and the coordination of information and communication with internal and external customers; provides ongoing technical support to Plan Review and Inspection staff.
  • Provides tracking of projects in order to issue occupancy certificates; coordinates reviewer information, verifies address and permit fee amounts and notifies applicant of status or information requests; issues certificates and copies to customer and required agencies.
  • Maintains and enters building related system data; prepares reports and verifies accuracy; and distributes information to departments, agencies and organizations as required.
  • Manage records and information in any format, in accordance with applicable statutes, regulations and City policy, guidance and records retention schedule.
  • Performs other duties of a similar nature and level as assigned.

Acceptable Experience and Training
High School Diploma or GED and 3 years of customer service experience in building construction or design, land development, regulatory code compliance; or, any combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.

Licensing/Certifications
Depending on assignment, some positions may require:
  • ICC Permit Technician Certification or equivalent within 6 months of hire;
  • Oregon Inspector Certification within 6 months of hire;
  • Valid Drivers License and safe driving record.
